It has gone largely unnoticed domestically beyond the Beltway, but the United States appears to be in the midst of a carrot famine. The rest of the world has noticed, however, as Washington can’t seem to muster its most favored carrot—aid packages—for Israel, Ukraine, and Taiwan. The shortage is so bad that Ukrainian President Volodymyr Zelensky is in Washington today to plead for carrots to stand-up his country's next wave of defense against Russia. His chief obstacle is the Republican Party's hard-line base, which follows the lead of former President Donald Trump, who has made abiding [skepticism](https://www.cnn.com/2023/05/10/politics/ukraine-russia-putin-trump-town-hall/index.html) of Ukraine a new plank of the GOP platform. Lost on no one is the fact that Trump’s attempts to bully Ukraine into a political hit job against Joe Biden and his family launched Trump’s first [impeachment](https://www.bbc.com/news/world-us-canada-49800181) inquiry. At the same time, some hawkish Republicans see aid for Ukraine as part of a zero-sum foreign policy regime. Money for Ukraine, they [argue](https://apnews.com/article/ukraine-funding-taiwan-us-china-military-8cbb671399a51e0e34b9e40f72f51e56), should be diverted to Taiwan, the largely self-governed island in the shadow of China. To ward off a belligerent Beijing, these lawmakers want to funnel money meant for Kyiv to Taiwan. Such a direct move, though, would be not just [novel](https://www.cnn.com/2023/08/30/politics/us-taiwan-foreign-military-financing-program/index.html), but also potentially inflammatory to Biden’s fragile [relationship](https://www.wsj.com/articles/victory-seems-not-to-be-an-option-for-biden-ukraine-putin-china-israel-960690f7) with Chinese President Xi Jinping. Meanwhile, Israel [remains](https://time.com/6050473/israel-gaza-biden-dilemma/) a potent beneficiaryof U.S. foreign policy norms. Lawmakers on the Hill—especially those from responsible corners of the machinery that helps keep Washington on speed dial in foreign capitals—have linked help for Israel with help for Ukraine. (Ironically, Israel’s top [export partner](https://www.ynetnews.com/article/skfoa1mon) for real-life carrots was, of all countries, Russia, at least until it invaded Ukraine and found itself isolated from many of its trading partners.) The surprise Oct. 7 strike from Hamas drew an immediate rallying to send Israel whatever it requested. But after that package became inconveniently tied to the broader aid bundle, hawkish-on-Israel lawmakers found themselves boxed-in when asked about Ukraine. If U.S. dollars should stand-up an Israeli defense from a foreign aggressor, why shouldn’t they help Ukrainians’ resistance, too? And if Xi sees the U.S. walk away from Ukraine, will he take that as a tacit admission that Americans are also willing to abandon their security agreement with Taiwan? It’s been a complicated logic [puzzle](https://time.com/6322444/house-speaker-israel-war-aid/), and one that GOP hardliners haven’t yet solved. Which is why Zelensky is in town today for a closed-door session with Senators as he chases $60 billion as part of the roughly $110 billion aid package being bandied about. It’s unlikely that Zelensky will be equipped to do much to address the complaints of Senate Republicans, who are already eyeing the door for the holiday break and are [demanding](https://www.politico.com/news/2023/12/10/leading-senate-democrat-on-border-negotiations-republican-demands-are-unreasonable-00130986) any aid to Ukraine be coupled with stepped-up security on the U.S.-Mexican border. The [parameters](https://www.politico.com/news/2023/12/08/republicans-issue-border-policy-counter-proposal-00130853) of that part of this sprawling package are, at best, nebulous given Senate Democrats have already shunned major parts of it. Zelensky is also set to [meet](https://www.pbs.org/newshour/politics/zelenskyy-to-meet-with-biden-as-pressure-builds-for-congress-to-approve-more-ukraine-aid) with House Speaker Mike Johnson and Biden. The White House has been [reluctant](https://www.politico.com/news/2023/12/10/biden-zelenskyy-white-house-visit-00131002) to dispatch Biden into direct talks on this, but that may soon have to [change](https://www.politico.com/news/2023/12/08/senate-republicans-urge-biden-ukraine-border-talks-00130738) as the administration’s pressure campaign hasn’t made much of a dent on the Hill thus far. Zelensky's [speech](https://news.yahoo.com/zelensky-arrives-us-speaks-national-180029046.html?guccounter=1&guce%5Freferrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&guce%5Freferrer%5Fsig=AQAAAM12zX04ZaqReb5BOCxzl2Tedj8HBKIH%5FyMWI4v1oGpLqIxJdF2MOWYLKAgBSAyykZUD9ckuslVtYmhOqgIcgyQYAPmJtg-mnx1klBV7cwhZCouZUMmo4hHdCG2cDU0QZmKJIewdsmUwqPn-mxtaatAwo4hpD7CY54Tx1O-aeJnX) Monday at National Defense University barely [registered](https://news.yahoo.com/zelensky-arrives-us-speaks-national-180029046.html?guccounter=1&guce%5Freferrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&guce%5Freferrer%5Fsig=AQAAAM12zX04ZaqReb5BOCxzl2Tedj8HBKIH%5FyMWI4v1oGpLqIxJdF2MOWYLKAgBSAyykZUD9ckuslVtYmhOqgIcgyQYAPmJtg-mnx1klBV7cwhZCouZUMmo4hHdCG2cDU0QZmKJIewdsmUwqPn-mxtaatAwo4hpD7CY54Tx1O-aeJnX) in Washington, even with U.S. Defense Secretary Lloyd Austin delivering a glowing introduction. Ukrainian officials have been trying to convey the urgency of their situation to their detractors in Congress, who don’t seem too worried about leaving this issue until they return from break on Jan. 8\. Zelensky is saying his country can’t coast that long on fumes, and that delay or deferral could [cost](https://www.politico.com/news/2023/12/11/zelenskyy-says-putin-is-inspired-by-capitol-hill-deadlock-on-ukraine-00131145) Ukraine its gains as the war there heads toward its third year. The fact that Washington is blinking—if not balking—at these three strategic partners’ requests for weaponry speaks to a broader shift in U.S. foreign policy thinking. Since World War II, leaders in Washington usually defaulted to siding with anyone who appeared to be standing in opposition to a threat to American might. The Cold War was fought largely along a bifurcated map that demanded a choosing between Moscow and Washington. A new rivalry with China emerged and has since shaped many a conference room that were still trying to expel the ghosts of Cold War rivalries. And, largely unquestioned by those with real power in D.C., Israel has enjoyed an unshakeable support from U.S. officials—at least in public. And yet… The wobbly allyship for Israel, Ukraine, and Taiwan speaks to the trouble facing the United States right now. Heading into an election year that is bound to be acrimonious and partisan unlike anything in recent memory, neither Hill Republicans nor the Democrats in the White House want to be seen as weak. The twist here, however, is that real military weakness is being taken as a sign of strength on Capitol Hill, while a hawkish wing of the Democratic Party seems to be getting throttled back by the GOP. Even if Washington is short on carrots and corresponding sticks for export, the players in Washington still have plenty for domestic use and abuse. [00:30] I have asked the white house since the day that I was handed [00:35] the gavel as Speaker for clarity. [00:37] We need a clear articulation of the strategy to allow Ukraine [00:42] to win and dust far their responses have been insufficiently [00:45] have not provided us the clarity and the detail that we requested [00:49] over and over since literally 24 hours after I was handed the [00:52] gavel as Speaker of the House and so what the vitamin [00:56] stration seems to be asking for is billions of additional [00:58] dollars with no appropriate oversight no clear strategy [01:02] to win and in none of the answers that I think the American [01:05] people are owed. [01:06] I've also made very clear from day one that our first condition [01:10] on any National Security Supplemental spending package is about [01:14] our own National Security First the border is an Absolute [01:18] catastrophe in this is because of the policies of this White [01:21] House at this ministration. [01:22] It is not the houses issue right now. [01:24] The issue was with the White House and the Senate and I implore [01:28] them to do their job because the time is urgent and we do want [01:31] to do the right thing here. [01:32] All I have said is practically impossible even though we reach [01:47] an agreement. [01:49] The craft get it through the Senate go to the house before [01:53] Christmas. That doesn't mean it's not important. [01:55] And even though we've been emphasizing the Border. [01:59] I want to remind everybody of the importance of Ukraine we heard [02:06] from the president today. [02:08] He is inspirational. [02:11] They have fought one of our biggest adversaries for almost [02:17] 2 years now. [02:18] We're not losing track of that. [02:20] It's just a border security applies to us as well. [02:25] And that's why we've emphasized so much that subject in the last [02:30] few days this morning leader McConnell and I welcomed president [02:34] zelensky to the Senate his third visit to the capital in a meeting [02:38] like no other [02:40] He was extremely persuasive. [02:43] This is a moment. [02:44] We must meet if Ukraine Falls. [02:47] It will be his star historic colossal tragedy historians [02:52] will look back on this not two weeks from now but years from [02:56] now and say this was one of the turning points where western [02:59] civilization took a dramatic turn down wood with the US abandoned [03:04] its Ally. I wish Republicans thought the funding for Ukraine [03:08] was as important as they have said it is I wish that they were [03:13] not demanding that we settle one of the most difficult [03:17] and vexing domestic political issues in order to save Ukraine [03:22] and Europe, but we remain at the table. [03:26] We have put serious proposals on the table that responds [03:32] Republican concerns and now is the time for Republicans [03:36] to get in closing mode. [03:39] We don't have time on our side. [03:42] I called speaker Johnson last night and urged him to stay. [03:46] I could I spoke to leader McConnell right after the dolinski [03:51] meeting and urged him to stay if it's an emergency as so many [03:56] Republicans have said on the border and many have said about [03:58] Ukraine. You don't go home for three weeks.
