The Republican-backed proposal, which [would significantly reduce](http://time.com/4884914/immigration-raise-act-white-house/) the number of people allowed to legally immigrate to America, would weigh each person’s age, education, English ability, job offer salary, investments and even whether the person has an Olympic medal. The Reforming American Immigration for Strong Employment Act, or [RAISE Act,](https://www.cotton.senate.gov/files/documents/170802%5FNew%5FRAISE%5FAct%5FBill%5FText.pdf) favors people between the ages of 26 and 30 with a doctorate, high English proficiency and a job offer with a high salary. Applicants would need at least 30 points to be eligible to apply for a visa under the proposal, and the fastest way to get there is to have received a Nobel Prize or comparable international award, which gives applicants a head start of 25 points. Applicants with the highest number of points would go to the front of the line to receive visas. The bill, introduced by Republican Senators David Perdue and Tom Cotton, has failed to gain traction beyond the President’s endorsement and is unlikely to pass Congress. But if Trump had his way and it became law, here’s how you would fare if you were trying to immigrate to the U.S. under the restrictions: **Methodology** For greater clarity, some answers are simplified from what appears in the bill. For example, the legislation proposes an English test, with points allotted based on the applicant’s performance. We instead created categories ranking English ability. The question about job salaries took the bill’s original language regarding “150% of median income” and calculated actual salaries based on the U.S. median household income of $51,939 in 2014\. The Raise [00:05] Act will reduce poverty, increase wages, and save [00:09] taxpayers billions, and billions of dollars. It will do this [00:13] by changing the way the United States issues green [00:17] cards. To nationals from other countries. Green card [00:21] provide permanent presidency, work authorization, [00:25] and fast track to citizenship. For decades, United [00:29] States was operated and has operated a very low [00:32] skilled immigration system. Issuing record number [00:36] of green cards to low wage immigrants This [00:40] policy has placed substantial pressure on American [00:43] workers, tax payers, and community resources. Among [00:46] those hit the hardest in recent years have been [00:49] immigrants, and very importantly minority workers [00:52] competing for jobs against brand new arrivals. And [00:56] it has not been fair. To our people, to our citizens, to [01:00] our workers. The RAISE Act ends chain migration [01:05] and replaces our low skill system with a new points [01:09] based system for receiving a green card. This [01:13] competitive application process will favor applicants [01:16] who can speak English. Financially support themselves, [01:21] and their families, and demonstrate skills that will [01:25] contribute to our economy. The Raise [01:29] Act prevents new migrants and new immigrants from [01:31] collecting welfare, and protects US workers from [01:35] being displaced. and that's a very big thing, they're [01:40] not going to come in and just immediately go and [01:42] collect welfare. That doesn't happen under the Reyes [01:44] act. They can't do that. Crucially the green card [01:48] reforms in the Reyes act will give American workers a [01:52] pay raise by reducing unskilled immigration. This [01:56] legislation will not only restore our competitive edge in [01:59] the 21st century, but it will restore the sacred bonds of [02:03] trust between America and its citizens. This legislation [02:07] demonstrates our compassion for struggling American [02:10] families who deserve an immigration system that [02:14] puts Their needs first and that puts America first.
