In a score of bombed-out cities, thousands of dead rotted in the rubble; corpses of fleeing refugees lay in windrows along the roads. Only the lucky ones got burial, and last week Berlin limited even their luck: henceforth only two sizes of shrouds will be manufactured—and coffins will no longer have linings.
