Out of troubled, revolution-jittery Central America came a sudden shout for help this week from Costa Rica’s President José Figueres. His representative to the Organization of American States in Washington charged that an attack on Costa Rica by exiles and irregulars was staged and ready to go frombases in Nicaragua. He called for an emergency meeting of the hemisphere’s foreign ministers to check “a grave situation.” The O.A.S. Council planned to meet at once to act on Figueres’ request.
