On Aug. 27 Major General J. A. Ulio, Adjutant General of the Army, memoed to officers and men of the Washington Military District: “The garrison cap will be worn squarely on the head and not on the side or back of the head.”
Last week General Ulio memoed again: “Memorandum No. W600-6-42, this office, Aug. 27, 1942, subject as above, is rescinded.”
