Slipping the news into a week of spectacular victory, the Japanese Government told its people that starting Feb. 1, in the six most populated provinces, each person would have to get along with only 35 “handfuls” of rice per month—just over a handful a day. To the rice-dependent Japanese, a handful is not a stomachful.
