Marcus Cavanaugh of Illinois, Wade Ellis of Ohio, Charles S. Whitman of New York, members of the American Bar Association’s Committee on Law Enforcement, arrived in London on a tour of inspection of crime conditions abroad. This same committee studied conditions in Canada last year and submitted a report showing that crimes in Chicago alone more than doubled in number those in the entire Dominion.
Recent utterances by Scotland Yard men indicate that investigations in England will disclose even more startling contrasts. The committee will then submit its annual report, which will be published as part of the Report of the Bar Association. While there is no direct connection between the committee’s work and the passage of remedial legislation in the various states, its report will be considered authoritative and will aid those seeking statutory changes.
