The seed of a South American customs union was planted last week. Argentina and Brazil signed a trade treaty by which each admits duty-free the products of any new industries established by the other. Of tariffs protecting their old industries, they agreed to attempt a gradual reduction. If this process goes on it will someday bring South America the advantages which the U.S. has in free trade between the 48 States.
