The U.N. Security Council passed a resolution on Monday demanding an immediate ceasefire in Gaza for the duration of the Islamic holy month of Ramadan as well as the unconditional release of all hostages. The resolution, which passed to widespread applause, is the first to be approved by all U.N. Security Council members after four previous attempts during the past five months of war. The U.S., which vetoed three previous resolutions and put forward its [own failed proposal](https://apnews.com/article/united-nations-us-vote-gaza-ceasefire-resolution-f6453803b3eacc9fbaa2ce5a025e2a94) last week, abstained. U.N. Security Council resolutions are binding on member states, though it remains unclear how it will be enforced.

Despite some efforts to take U.S. edits to the resolution into account, U.S. ambassador to the U.N. Linda Thomas-Greenfield said that the U.S. “did not agree with everything in the resolution,” most notably its failure to include explicit condemnation of Hamas. “For that reason, we were unfortunately not able to vote yes.”

The U.S.’s decision to abstain from the resolution comes amid heightened tensions between the Biden Administration and the Israeli government, the latter of which has been unwilling to heed international calls for greater humanitarian access to Gaza, where experts warn that [famine is imminent](https://time.com/6959630/palestinians-unrwa-congressional-spending-bill-gaza-aid/). Israeli Prime Minister Benjamin Netanyahu has also rebuffed the Biden administration’s warnings against launching a ground invasion on Gaza’s southernmost city of Rafah, where more than 1 million Palestinians are currently sheltering. Although President Biden invited an Israeli delegation to Washington this week to discuss alternative approaches to a ground invasion, Netanyahu threatened to cancel those meetings if the U.S. didn’t veto the resolution. White House spokesperson John Kirby told reporters that the Biden Administration is "very disappointed about Netanyahu's decision not to send his advisers for talks at the White House about the Rafah operation."


While human-rights organizations have praised the resolution’s passage, many of them, such as the International Rescue Committee, continue to call for a sustained ceasefire beyond Ramadan, which is due to end in just two weeks.

I would say I was a bit surprising and unfortunate the UN Security Council resolution that pass today to from which the United States of stained there were issues where that we had concern issues with which we had concerns related that resolution the fact that did not condemn him off his terrorist attacks of October 7th. That's why we didn't vote for it. But the reason we didn't veto it is because there are also things in that resolution that were consistent with our long-term position most importantly that there should be a ceasefire and that there should be a release of hostages which is what we understood also be the governor of Israel's position.

So it is a bit surprising and unfortunate that they are not going to apparently attend these meetings. So we have had ongoing Communications with officials from the Israeli government about this un Security Council resolution going back multiple dates going back to last week and we had talked about different versions as you may recall. There was a Different draft that was put forward first that called for a permanent ceasefire which is not something that we supported, you know want to see an immediate cease-fire but link to ostriches and we want to build that into something more enduring so we have been in close contact with them about this resolution.

And as I said, we believe this resolution is consistent with our policy on this matter and consistent with what we believe to be the governor of Israel's policy. So we have had power stations with them over the last 24 hours and I'm sure this will continue there somewhere around 1.4 million people in rafah now and the government is or has not present a credible plan to evacuate those people to other areas and take care of them once they removed but also in this was an important thing that the secretary said, we also think that this type of invasion would weaken Israel security. It would make Israel less safe.

Not more safe. It would undermine its standing in the world. So we are ready to present to them plan. That we believe would achieve their legitimate goal, which is the defeat of Hamas, but would do so in a way that does not cause undue civilian harm and does not weekend Israel's security. So we will I look forward to continuing to have those discussions. One of the things that we have objected to for some time is that most of the people that call for a ceasefire We Believe are calling for Israel to unilaterally stopped operations and not calling for Hamas to agree to a cease-fire where they would release hostages is a non-binding resolution.

So what's the point? Why did you eat the language as it relates to the ceasefire and release of Hostage was consistent with the long-standing position? Resolution we have active on going to Goshi ation to try to achieve what this resolution calls for which is an immediate cease-fire and the release of hostages. I don't know I can't say that this impact this resolution going to have any impact on those negotiations. Negotiations are ongoing there been on going over the weekend and they've made progress. So I don't think you're going to see him Security Council resolution, but we do believe that the cease-fire and release of hostages that the resolution calls for is not only the United States position, but has been Israel's position.

This is what Israel has been trying to achieve through these negotiations. So I would hope that we could get to that agreement through these negotiations. I would hope we get that in the near future.
