## Transcript

>> Deep in the desert, the unwanted, insane and homeless of what is Mexico find refuge with Pastor Jose Antonio Galvan.

>> Come here brother, let me show you this.

>> His home for the mentally incapacitated. And just minutes after I meet him, we're reminded of the violent reality of the dangerous city nearby. -[ Foreign Language ]

>> They are looking for-- if you have any problems with somebody to dying here, but nobody dying. Not today.

>> It's common for hitmen or drug gangs to turn up at rehab centers or some other safe space and shoot down their rivals. Galvan tells the Mexican officers that there is a drug rehab center down the road. The body might be there. Even as the officers leave, Galvan's waiting guest deliver news of more death. Donnie and Barbara Halbgewachs transplants from Nebraska, head of a nearby Baptist Church.

>> Two of our families in the church came to see us this morning, very afraid. They said Wednesday night there was a fight; right out front of their house on the street and they killed a man and dragged him over, put him in the truck and hauled him out in the desert.

>> In fact, to live in Juarez is to accept the fact that there is no safe place; No one to turn to for protection. With more than a quarter of the population having fled, what's left is a shell of a city. The drive- by killing of three people connected to the US consulate here in March was met with shock. But in this city, it seems everyone knows someone touched by the violence; a violence felt across the river, in one of the safest cities in the US; In El Paso, where football is king, and tailgating a sacred ritual.

>> Your attention please to the west side of the stadium at the 25 yard line end of the video board.

>> This is the tailgate hill.

>> You don't have to look far to see that the drug business, the limited job options that fuel it, and widespread fear are shared on this side of the border.

>> in La Tuna?

>> And I was in La Tuna.

>> La Tuna is a federal prison few miles north of El Paso.

>> What did you go to La Tuna for?

>> El Paso drug trafficking.

>> How much you get caught with?

>> Six and a half kg of cocaine in New York.

>> Even as Juarez unravels close by, it's easy for people in El Paso to convince themselves that they are immune to what's happening in Juarez, to adopt an attitude that bad things happen to bad people.

>> I think my uncle got killed because of that, but I mean-- what happen-- whatever happened to him was, you know, he was a dealer.

>> What happened to him?

>> Well, he got killed.

>> Like how?

>> Shot.

>> And in Juarez, where some of our Raul's family still lives, getting killed has become cheap and easy. Assassins earn less than taco vendors, according to one newspaper. Juarez has an every man for himself feel.

>> What does that say?

>> Well, you can put your-- play the ostrich game, I guess, and put your head in the sand, and that quite, nothing is going on. But I don't believe that our purpose of being here, and being in this world, and being alive is to isolate ourselves and just live for ourselves. I don't think it is. We're all involved, depend, interact, and affect other people. We can do that. That's the way it is. -[ Foreign Language ]

>> That feeling of personal connectiveness maybe what saves the city coming undone.

>> Got it. God bless!

>> All right, take care. -[ Foreign Language ]

>> For TIME. com, I'm Michelle Garcia.
