Ashfaq Kayani is the chief of staff of Pakistan's army, and he's on the list because Pakistan is one of the most dangerous places in the world. He's forged close relationships with members of the U. S. Military establishment, he's promised that he would go after terrorists, that he would try and secure the border with Afghanistan. And they believe that he has done what he's promised. But he's on the list because Pakistan is an increasingly dangerous place and because the role of the Pakistani army in making it more secure and more safe is absolutely vital.
