It faces an exploding [ unk ] prisons. The nation's penitentiaries are now suffering from record overcrowding and have been hit by a wave of riots, mass breakouts and corruption scandals. TIME went to investigate what was happening behind the barbed wire fences and guard towers. Amid the scandals, the Mexican government is worried about letting film crews into prisons. -[ Foreign Language ] >> But we were given some limited access to shoot inside the Mexico City's Eastern Penitentiary, the largest in all of Latin America. So, we're here in the western wing in the prison. You can start seeing the number of people and overcrowding here, which is quite considerable. This prison was built for 4, 700 prisoners, but now has more than 12, 000 inmates. >> Built 33 years ago, this prison has all types of inmates from small- time thieves to murderers and cartel hitmen, all are mixed together. Overcrowding in some Mexican prisons has pretty bloody riots even to the use of automatic rifles and grenades. -[ Foreign Language ] >> I asked inmate, Consuelo, what's it's like to survive in this kind of environment. -[ Foreign Language ] >> You can't mess with people who have been here 4 or 5 years. It's hard. You have to blend in. Time passes and you make your own family here. You learn how things work and people stop harassing you. There have been cases of prisoners using cellphones smuggled into the jail, commit extortions in the public outside. >> Deputy Warden Jose Luis Herrera has been [ unk ] a new system to block cellphones. -[ Foreign Language ] >> It's a reflection of society. This is a small society. There are robberies outside, robberies here. There's extortions outside. They become more common. The rate has gone up and they also happen inside prisons. >> The Deputy Wardens says another problem is the widespread use of drugs in prison especially crack cocaine. With the current [ unk ] smuggling narcotics more to the American users, drug users also thirst here in Mexico. In a new program, hundreds of addicts are isolated in this block where they undergo rigorous exercise therapy. Some of the most aggressive inmates the prisoner here, but the deputy wardens says the programs help reduce violence. His philosophy is that if prisoners stay out here, they are less likely to cause trouble. Here, recovering addicts also take classes, paint and make handicrafts. The convicted car thief Jair says the program helped him get off crack after being addicted to that 8 years. -[ Foreign Language ] >> Life is hard here. If you use drugs, it's even harder. But since I joined the program, my life has changed. My family's life has changed also. >> He hopes to get out soon and reunite with his son who he hasn't seen 4 years. But even some inmates leave, thousands more offenders are being locked up in Mexico's already overburdened prison system.
