40 % of the people who are in this country illegally, are not because they crossed our borders illegally but because they overstayed their visas. Shouldn't we have preprocedures to also track down as we enforce our borders, that we track down those people as well? It's hard to believe12 years after 9 / 11 we're having this conversation, but you put your finger on it. There is not enough coordination between these different agencies so that we know someone should not have been readmitted to the United States. The problem they would tell you is there are 850, 000 student visas. And there's an I20 form which certifies whether or not the person is still in compliance with the requirements of the visa, whether or not he's still an accredited student.

And unfortunately, it does not appear the technology is there to marry them up, which I think is inexcusable. The Senate has started out with a realistic bill, although I'm, you know, as a Hispanic My beef right now is the path to citizenship. I think it's 13 years. It's excessive. [ CROSSTALK ] It's like, like the cost is huge. There's all these tripwires you have to do.
