## Transcript

Congress, under both Democratic and Republican control, have been asleep at the wheel, and we now have a president whose ignorance regarding this issue is truly embarrassing. Virtually all of the decisions regarding the development of AI have been made by a handful of the richest people in the world Musk, Zuckerberg, Bezos, Thiel, Ellison, Brin and a few others. And let us be very clear a superintelligent AI that escapes human control will not simply be an American problem. It will not be a Chinese problem. It will be humanity's problem. And that is why I hope very much that at their AI summit next week, President Trump will negotiate a comprehensive treaty with President XI to establish a pause on advanced AI development and a ban on superintelligence.

I think Senator Sanders did a very good job of summarizing the risk. Obviously, he and I have a quite different opinion of the president of United States. but we're trying to raise above partisanship, and we have to. Because this is a unique. We have to rise above it. This is a hinge in history. We have to handle this right correctly to handle it correctly. Number one, we can never trust what oligarch says because all they do. They're disingenuous and they lie. This has to be the American people. So why are we letting the Chinese Communist Party drive us all? We have to do this or China win. We have to do this or China win.

We have to do this, or China's going to win. We should quarantine now. Every aspect of the ecosystem of artificial intelligence away from the Chinese Communist Party today, we should cut them off of all. It's the only way you're going to get your hands around and actually think through with adults. What should be actually the regulatory apparatus, whether it's an Atomic Energy Commission or whatever that apparatus is that works with these companies to make sure that things can't escape, to make sure that people know what's going on. Also the financial and liabilities to the American people.
