The lower court's ruling struck down 28 state house's and senate districts because they violated the rights of black voters. Now, the decision from the high court sends the issue back to the lower court. Those justices could order new districts to be drawn in time for the 2018 election cycle Democrats in the state hope the new districts in the state will help break apart the heavily Republican controlled state legislature. The districts were drawn back in 2011 back when Republicans controlled the legislature and the governor's office. Civil rights groups argued against the districts saying they diminish the power of black voters.
