But the weather doesn't stop thousands from marching into the city. The indigenous people gather here, hold up their flags with pride-- their anxious to vote on a new constitution. They believe will transform South America's poorest country. -[ Foreign Language ] -[ Foreign Language ] -[ Foreign Language ] -[ Foreign Language ] >> Evo Morales, a former Coca grower was selected as Bolivia's first indigenous president in 2006. Since then, he has fought fearless battles with opponents of his political vision. It is a vision Morales says inspired by leftist leaders like Che Guevara, Fidel Castro and current Venezuelan president Hugo Chavez. A win on the constitution [ unk ] will give Morales greater power to pushing agenda seen as radical by the US Government. -[ Foreign Language ] >> The procession to Morales has been spear- headed by the country's elite. They built a strong anti- government of pro- autonomy movement in four different states in the country's Eastern low lands. -[ Foreign Language ] >> And rallies are not the only way of countering the president's populism. In September 2008, [ unk ] groups turning to violence. They took over public institutions in the renegade states as a way to stabilize the Morales government. -[ Foreign Language ] >> But after 20 deaths and clashes that [ unk ] on the verge of a civil war, both sides decided to stop the violence. The President declares the incident and attempted coup and took legal action against the opposition leaders. -[ Foreign Language ] -[ Foreign Language ] >> The conflict between Morales and the opposition is not only about ideology. It is also about land. The new constitution includes land reform that both force elite families in Bolivia to give up all about a fraction of their estates. The law also reaffirms state control over Bolivia's natural gas reserves. As Morales arrives to cast his vote, he was welcomed by members of the Coca Leave Growers Federation. They see Morales as one of them. -[ Foreign Language ] -[ Foreign Language ] >> And they are confident the constitution will tip to balance in favor of Bolivia's indigenous majority. Official result shows the Referendum passing easily with more than 62 percent of the votes cast in favor. For a position members accustom to the old Bolivia but remained to be seen is if they can stop Morales' agenda. The position will have to overcome this defeat and united. They hope to the world in elections for president and congress in Bolivia slated for December of this year.
