>> Anyone who's ever been stuck in L. A. traffic can relate to Michael Douglas' character in the opening scene of the 1993 movie, Falling Down. He opened the door, grabs his suitcase, and walks away.

>> Hey. Where do you think you're going?

>> Going home.

>> Hey.

>> Congestion here is--

>> Hey.

>> enough to make anyone snap. That's the problem in a city where, according to State statistics, there are more vehicles than people.

>> L. A. is the quintessential city of sprawl. What we have to be, increasingly, is a city that is growing taller, a city that reduces congestion and improves public health by investing in public transit and in infrastructure.

>> Mayor Antonio Villaraigosa wants to double the size of L. A. 's public transportation system, adding ten light rail lines, a subway, and a bus way.

>> It is L. A. 's effort to lead the way at a time that America-- when the American civil engineers have estimated that we have a $ 2. 2 trillion infrastructure need.

>> He says this will make a smarter, cleaner city, as well as create jobs and rub the economy. But in the time of budget shortfalls and bitter political partisanship, the question is, " who will put the bill ?"

>> Infrastructure and transportation has historically not been partisan. And my hope is that it won't be here.

>> The mayor has proposed a financing idea to let local governments leverage additional money to federal backing.

>> A half penny, sales tax will generate $ 40 billion for mass transit. We can create that infrastructure by putting up most of the money. All we need is a federal loan subsidy or a bond program that the federal government guarantees.

>> He says this would be the fast track to paying for projects that would typically take 30 years.

>> This wouldn't be just for L. A. Chicago could do it, New York could do it, other metropolitan areas. At a time in the federal government when we have historic deficits and debt, and the federal government says that they wanna cut spending, this is a great opportunity to create jobs, invest in infrastructure, address climate change-- all now.
