I see it as part of a long term Big picture strategy for how policing should work in the 21st century. [ MUSIC ] Commissioner Bratton asked us to look at body cameras, and begin to shape a body camera pilot program. Well before the events in Ferguson, and In South Carolina, Baltimore occurred. The body camera pilot program consists of 54 officers in 6 different commands all throughout the city City. [ MUSIC ] One of the challenges that we face at the NYPD in any technology initiative is the scale, or the size of the department. We have 35, 000 uniformed members of the service. We needed to make sure that whatever model we selected could rapidly expand. We plan the next phase of the deployment to be approximately 1, 500 cameras. And that's what we're working on right now. [ MUSIC ] We require them to record all reasonable suspicion stops. We require them to record anytime they take a person into custody. We require them to record all uses of. force, we require them not to record specifically when they're in a location where they're exists a reasonable expectation of privacy, unless of course they're taking police action. And then there's the grey areas where we give them discretion wether they would choose to record or not record Body cameras de escalate situations that occur in the field. The officers also feel that the cameras protect them from complaints. My sense is that the de escalation works both ways. So it's both the officers that are de escalated as well as The people that they encounter in the streets. After six months, we've a learned in four main areas. We've learned a lot about the technology. We've learned a lot about our policy. We've learned a lot about how officers will respond to the technology and to using it, and we used a lot about our pricing model.
