## Transcript

Spend some time near the front line of the war in Eastern Ukraine and you're likely to hear the same complaint from a lot of the fighter's at least on the Ukrainian side. They all want more powerful weapons, lot's of them, and they're counting on the United States to provide them. We need American's [ FOREIGN ] This line is especially common among Ukraine's paramilitaries. Who have carried the brunt of the fighting against pro- Russian separatists over the past year or so. Among the more controversial units on the Ukrainian side is the so called Budiav battalion, [ LAUGH ] A motley bunch of fighters who have come Come from all over the world to participate in this conflict.

[ LAUGH ] About a quarter of them hail from Chechnya, the predominantly Muslim region of Russia that fought two wars for independence against Moscow in the 1990s. Nineties. A lot of them see the current war in Ukraine as a revival of that failed insurgency. By protecting Ukraine maybe one day freedom will come to my own home in Chechnya. That intention might make Russians nervous especially coming from someone like Osmaer. Since 2007 Moscow has arrest him on charges of terrorism which he has always denied. In 2012 while he was living in Ukraine under a false identity, Asmiah was arrested and charged with plotting to assassinate none other than Vladimir Putin, the Russian President, using a home made bomb.

[ FOREIGN ] In news footage aired on Russian state television, Osmaev appeared to confess to the plot To kill Putin in 2012. [ FOREIGN ] Early last year when the revolution broken out in Ukraine, Osmayev was still on trial for those charges awaiting possible extradition to Russia, but the uprising seems to have saved him. Under Ukraine's new leadership, Mia was acquitted of all terrorism chargers and released from custody last fall I was freed in November and I moved to eastern Ukraine as soon as I could to join The fight for Ukrainian freedom and sovereignty, to protect Ukraine. He now spends much of his time in the frontline town of Lisichansk, where he and his men patrolled streets using weapons and armored vehicles that they get from the Ukrainian Armed Forces.

And driving around, he often says the devastation in Eastern Ukraine Reminds him of the war he saw in Chechnya 15 years ago. In Grozny ( Chechnya ) it was all like this. Here it's just a couple houses. In Chechnya we didn't let the Russian army do anything. All the time it was explosions, roadside bombs, sabotage. In the coming months, It seems like [ UNKNOWN ] may get his wish for access to American weapons. The House Armed Services Committee passed a proposal at the end of April urging the Pentagon to provide lethal weapons to Ukraine. << Uganda votes aye, Mr. Russia votes aye, Mr. << So far, President Obama has resisted those calls and the US has provided only non Lethal aid to Ukraine's armed forces.

Such as Humvees and bullet proof vests. Can we be certain that any lethal aid that we provide Ukraine, is used properly, doesn't fall into the wrong hands. But sending American guns into Ukraine would not itself do much to end this war. In fact that lethal aid could just end fueling the conflicts. Especially if it winds up in the hands of foreign paramilitaries, who have come to settle their own scores with Russia on Ukrainian soil.
