[ SOUND ] Early on the snowy morning of March 10th, hundreds of residents of Minamisanriku gather at the Daiou temple at the edge of this centuries old fishing village. Tomorrow Japan will mark the one year anniversary of the deadly earthquake and tsunami that struck its shores on March 11th. [ SOUND ] But today, these families have quietly gathered to mourn their dead. [ NOISE ] The tsunami wiped out most of the homes and businesses in this town of 17, 000 last year. Over 800 people were killed, or are missing. Dayu Temple survived, but its priest says the town needs to start rebuilding, now.

[ FOREIGN ] [ FOREIGN ] [ FOREIGN ] Some life is returning. In October, the fish market reopened in a temporary location by the battered port. Only 10 % of the votes in [ INAUDIBLE ] survived the tsunami. At 7: 00 a. m. the morning auction opens for business, selling seaweed that the town has started to cultivate again. Fisherman have banded together to share equipment and get their businesses restarted. [ FOREIGN ] [ FOREIGN ] Last March, many in Minami Sanriku questioned whether this town would ever come truly back to life. So far, most people have decided to stay, living in temporary housing and waiting for their homes to be rebuilt.

The city knows that if it wants to see young people here, it will have to not only rebuild, but build a better city for future generations. [ NOISE ] But right now, moving forward has not been easy for everyone. After going to the one year ceremony at Doyu Temple, Hiro Shinero visits the empty grave of his parents. When the Tsunami hit they fled to the emergency crisis center in the middle of town. Their bodies were never recovered. [ FOREIGN ] [ FOREIGN ] It's hard to say what the next year will bring in Japan. Whether small towns like Menami San Riko will thrive. Or how the nation can ensure that nuclear power is a safe source of energy, after the tsunami crippled the Fukushima- Daishi nuclear power plant.

As March 10th draws to a close in Sundai, hundreds gather to watch a display of 20, 000 fireworks. One for each of the dead or missing. [ FOREIGN ] [ FOREIGN ] [ FOREIGN ] [ SOUND ] [ INAUDIBLE ]
