In April, Baltimore recorded just five homicides—the fewest in a single month since the city began keeping track in 1970\. For a place long associated with stubbornly high murder rates, the number marked a milestone in a positive trend: Baltimore is getting safer. Democratic Mayor Brandon Scott, who became the city’s youngest leader in more than a century when he was elected in 2020 at 36, says that is no accident. “The days of us ignoring what is actually causing violence, and not handling gun violence as the public-­health issue that it is, are over,” Scott told residents at a recent crime walk. 

Since taking office, Scott has steered Balti­more toward a public-health model for safety, requiring complex coordination and community outreach—which then allows police to focus on the small share of people most likely to commit violence. The results are apparent: so far this year, homicides have dropped 29.5%, carjackings have decreased 21%, and nonfatal shootings have declined 21%. While Baltimore remains one of the nation’s most violent cities, Scott’s early success offers a model for others facing similar challenges.
