At the second annual TIME100 Health Leadership Forum in New York City on Sept. 9, TIME deputy editor Kelly Conniff began a panel discussion about health care professionals’ mental health and well-being by sharing a shocking statistic: roughly half of health workers [report](https://www.cdc.gov/vitalsigns/health-worker-mental-health/index.html) feeling burned out.

And according to the three experts who joined Conniff on stage, this issue didn’t just start with the COVID-19 pandemic; that exacerbated it, but burnout among health care professionals has been happening for much longer.

“I think that people don’t realize there’s a silent crisis in this country,” said Todd Maron, chief legal and impact officer of FIGS, a health care apparel and lifestyle brand that sponsored the event. “People take for granted health care. They assume that they will always be able to go to a health care professional when they are in need.”


“We talk a lot in our country about protectionism,” Maron continued. “How about protecting the people that protect the rest of us?”

Farida Labaran, a registered nurse and mental health advocate, and Corey Feist, co-founder and chief executive officer of the Dr. Lorna Breen Heroes’ Foundation, a nonprofit dedicated to health worker well-being, also appeared on the panel. Labaran said that when she started her first job after graduating from college, the motto was “the needs of the patient comes first.” At the time, she thought, “Sure, let’s do it.”

“But now, almost a decade in, how harmful was that message?” she said. “Because how am I supposed to put someone else’s needs before my own?”

Labaran said that there’s often a “superhero” mentality in the industry, that health care professionals can and should “tough it out and keep going.” When she was burnt out, she said she still put on a smile for her patients: “I was burnt out, exhausted, tired, could barely care for myself, but the needs of the patients had to come before mine.”

While burnout symptoms manifest in individual health care workers, Feist said, they stem from the system. He added that the industry has often asked health care workers to “be more resilient” or will just give them support when they need it. “That puts a bandaid on it, but it doesn’t get at the root cause,” he said.

Feist said that one of the main causes of burnout is the administrative burden placed on health care professionals. The panelists also discussed another strain: workplace violence. Health care professionals are [five times as likely](https://www.bls.gov/iif/factsheets/workplace-violence-healthcare-2018.htm) to experience workplace violence than those in other industries.

“Their physical safety is in jeopardy, and yet they’re going to work every single day despite that,” Maron said. “And so the rest of us tend to forget the problem that exists. But there are real problems, and there are solutions that really everyone can support.”

The panelists mentioned a landmark piece of legislation that helped: the [Dr. Lorna Breen Health Care Provider Protection Act](https://drlornabreen.org/about-the-legislation/), which was [enacted](https://www.congress.gov/bill/117th-congress/house-bill/1667) in 2022 with bipartisan support. It took a number of steps to support and improve health workers’ mental health and well-being. But it expired last year, and Feist stressed the importance of Congress reauthorizing it.

“What’s at stake is … the health care workforce,” he said. “We need a thriving and sustainable health care workforce, and the Lorna Breen Act is the first way for us to begin to rebuild that, and we have a much longer way to go in doing so.”
