A silicon wafer with chips etched into it at Applied Materials in Sunnyvale, Calif., on May 22.Jim Wilson—AFP/Getty Images In May, [Applied Materials](https://time.com/6234566/how-us-win-the-tech-war-with-china/ "undefined"), the largest maker of machines that produce semiconductors, announced it will spend up to $4 billion to build the EPIC Center, a huge R&D campus in Silicon Valley aimed at rebuilding U.S. influence in chipmaking. Once completed, it’ll be the biggest facility of its kind, providing university researchers and chipmakers like Intel and Samsung with dedicated space and early access to advanced tools to design new kinds of chips.
