As the company’s chief scientist and “responsible scaling officer,” it was his duty to measure the dangers of new models—and enforce rules designed to keep them in check. Internal tests had indicated that Claude 4 might be good enough at biology that it could assist amateur scientists in a bid to develop a biological weapon. Therefore Kaplan decided Anthropic would release the model under “AI Safety Level 3,” a designation requiring stronger safeguards against so-called jailbreaking, in which a model is manipulated into dropping its safety firewalls, plus internal measures aimed at preventing the model from being leaked. Anthropic’s responsible scaling policy (RSP), which Kaplan oversees, pledges that the lab will develop strict safety measures commensurate with the strength of its models _before_ their release. The AI developer is the first to put forth such a plan: major AI companies have since released their own versions of this policy, as they seek to reassure the public that while their AIs may be dangerous, they remain under control. Still, in the absence of regulation, all these policies are voluntary and non-binding. Even so, Kaplan sees the RSP as exerting a positive pressure on the industry.
