_Ngozi Okonjo-Iweala is the director general of the World Trade Organization (WTO). Trained as an economist and formerly Nigeria’s finance minister, Okonjo-Iweala notably helped the WTO's "Agreement on Fisheries Subsidies" cross over the finish line, taking effect in September. A decade in the making, this new global trade deal aims to promote more sustainable fisheries globally by making fishing activity and stock data more transparent, and prohibiting governments from handing out subsidies to vessels and operators engaged in unregulated, unreported, and illegal over-fishing. The deal also includes a_ [_Fish Fund_](https://www.wtofishfund.org/) _to assist developing countries with implementing the necessary monitoring and reporting._ 


**What is the single most important action you think the public, or a specific company or government, needs to take in the next year to advance the climate agenda?**

Governments \[could\] put in place trade and finance policies that align with the climate agenda. They should ensure that trade measures, tariffs, and similar policies do not favor fossil fuel-dependent goods and services over renewable alternatives, for example, by avoiding situations where diesel cars or trucks are taxed less than electric vehicles. As I noted at COP28, renewable energy equipment faces average tariffs that are twice as high as those for coal, and low-carbon vehicles often face higher tariffs than vehicles running on internal combustion engines. Correcting that would help increase the uptake of green technologies.

**What’s one sustainability effort you personally will try to adopt in the next year?**

Sustainability and wise use of resources have been very important to me throughout my life coming from a developing country where so many are still in need. On a personal level, I have tried to focus on recycling used clothes and I will also work on reducing my dependence on single-use plastics to lower waste and my overall environmental footprint. I am considering purchasing and using an electric bike too from time to time!

**What is a climate solution that isn't getting the attention or funding it deserves?**

Debt-for-climate swaps—where there is an agreement for the restructuring of a portion (or the full amount) of a country's foreign debt in exchange for a specific set of conservation action—offer a way to simultaneously relieve financial pressure on developing countries and channel much-needed funds into climate action. There are good examples from Seychelles and Belize that are emerging. Furthermore, a number of countries are well-endowed in natural resources, such as Namibia with green hydrogen. Some of the work we have done on green comparative advantage show that such countries are well placed to specialize and trade in what they are comparatively good and green at.

**What gives you hope about the future of the planet?**

The activism and determination of young people on practically every continent give me immense hope. Their energy, conviction and determination to do what is right is reshaping the global climate conversation. Taking a stand on an issue is not always easy, since there is a lot of polarization, so seeing the ones who will be inheriting our planet take a position is really important and inspiring. At the WTO, the good news is global cooperation has delivered on the sustainable development agenda. The entry into force of the WTO Agreement on Fisheries Subsidies on September 15, 2025, shows that 166 economies can negotiate and bring into force a multilateral deal with sustainability at its heart.

This has sent a powerful signal that WTO Members do feel a shared sense of responsibility to deliver solutions to global challenges. 

**If you could stand up and talk to world leaders at the next COP, what would you say?**

There is an extremely important opportunity for you to enhance climate finance without an extra ounce of fiscal stress. You are sitting atop $2 trillion in harmful subsidies every year that distort trade, support illegal fishing, encourage fossil fuel use, and misallocate water and sanitation resources.

You just need a bit of political will to unlock and leverage some of these subsidies. Even redirecting and repurposing one-third (around $600 billion) would do incredible justice to the much needed global climate funds. Let us put our best intentions to work and realize that time is of the essence.
