The executive president of CAF, a development bank serving Latin America and the Caribbean, 

Sergio Díaz-Granados made waves last year when he helped El Salvador negotiate the biggest debt-to-nature swap. The goal is to reduce the country’s debts in return for environmental commitments. 

The $1 billion deal, financed by JPMorgan Chase, will allocate $350 million that will go towards conserving the Lempa River, which supplies drinking water to 68% of the country and is the main source of hydropower. The deal serves as a model for other countries looking to reduce debt and step up their environmental commitments. 

In addition, CAF also approved a record $5.2 billion in funding in June to promote sustainable development. The initiative will support 16 operations in 10 countries across infrastructure, climate action, human development, urban mobility, and energy transition projects—the agency’s largest round of credit approvals to date.


 Díaz-Granados answered TIME’s survey on the state of the climate movement:

**What is the single most important action you think the public, or a specific company or government, needs to take in the next year to advance the climate agenda?**

We need to recognize Latin America and the Caribbean from an ecosystem perspective. Nature recognizes no political boundaries. Therefore, coordination between governments is essential to preserve the richness and biodiversity of our ecosystems. This recognition should translate into more climate funding for our region, but also into new projects that promote sustainability, including the energy transition and boosting biodiversity. The region has the most important biodiversity reserves in the world and we are leaders in renewable energy matrices. Therefore, protecting and enhancing these assets is the most cost-effective and efficient way to ensure the planet's environmental stability.

**What is a climate solution that isn't getting the attention or funding it deserves?**

A climate solution that remains relatively in the shadows is the real economic valuation of biodiversity as a critical asset for resilience and innovation. It is about conserving, but also sustainably leveraging this natural capital to generate new business models, bioeconomy, and biotechnology. Biodiversity is the foundation for adaptation to climate change, food security, and the development of future medicines. And despite this evidence, financial flows are insignificant compared to its value. We must stop seeing biodiversity as a liability and start seeing it as the living laboratory and pillar of stability that it is. This requires investment in science, technology, and sustainable value chains that benefit local communities.

**If you could stand up and talk to world leaders at the next COP, what would you say?**

First, I would say that it's necessary to build greater consensus around the COPs. It's essential to generate a comprehensive vision that helps promote holistic awareness. The reality is that the greatest crisis today is the loss of biodiversity. Every time a species is lost, a miracle of nature is lost. Second, I would tell them that Latin America and the Caribbean is a region of solutions. We are the green region, the clean energy region, and the mega-biodiversity region. But we cannot bear the cost of protecting these global public goods alone. We need new international consensus where climate and environmental funding is predictable, accessible, and commensurate with the challenge. Finally, I would emphasize the need to work with the communities that are on the frontline of the climate crisis and those that defend and protect our natural resources. An unfortunate reality is that this region comprises many islands whose very existence is threatened by rising sea levels and more extreme climate events like hurricanes and floods. It is also a region where environmental leaders are most at risk. Their safety and well-being must be ensured.
