John Curtis has made an embrace of the issue a defining feature of his tenure on Capitol Hill. During his four-term stint in the House of Representatives, in 2021 he founded the Conservative Climate Caucus to create a space for Republicans to talk about the issue and potential conservative-aligned solutions. And he has elevated conservative approaches to the issue in Washington D.C. with an annual Conservative Climate Summit. Enacting any comprehensive climate law in the U.S. in 2025 has been virtually impossible. Curtis has instead focused on incremental bills. In the House, he introduced legislation to study the carbon intensity of U.S. industry, with an eye toward making climate a component of trade. In this year’s debate over clean technology tax credits, he acted as a [moderating force](https://www.deseret.com/politics/2025/07/02/john-curtis-green-energy-tax-credits/ "undefined"), urging his party to move cautiously and avoid throwing out useful policy. The effort from Curtis and key GOP allies resulted in softer language around a phase-out of clean energy tax credits rather than an immediate end to all credits.
