U.N. Secretary-General [António Guterres](https://time.com/collections/earth-awards-2023/6272884/antonio-guterres-climate-change-apology-great-great-granddaughter/) is urging the U.S. and Iran to reopen the [Strait of Hormuz](https://time.com/article/2026/04/22/strait-of-hormuz-attacks-vessels-seized-iran-us-war-ceasefire/), saying that “everybody is paying the price” as the conflict continues into its second month. 

“My appeal is: open the strait,” he said at the 2026 TIME100 Summit in New York City on Wednesday, April 22\. “Let ships go in, let ships go by.And let's create the conditions for the global [economy](https://time.com/article/2026/03/27/time-future-proof-climate-newsletter-announcement/) to recover and, for the people that are suffering, to end their suffering.”

Guterres spoke of the global impact of the war, the necessity of a global transition to [renewable energy](https://time.com/7382998/iran-war-global-energy-transition/), and how to continue supporting countries in need in the face of shrinking global aid during a panel titled “The Next World Order” moderated by TIME Senior Correspondent Justin Worland. 


As the closure of the Strait of Hormuz continues to put pressure on global energy prices, Guterres noted that the war has highlighted the need to move away from fossil fuels. “It is obvious that fossil fuels are not only more expensive, are not only the product of the past… but they do not guarantee safety, because they are not distributed everywhere, as renewable energy can be,” he said. 

In many parts of the world, that transition is already underway. Last year, following a record surge in solar installations, renewable power made up [almost 50%](https://reutersbest.com/renewables-grew-to-almost-50-of-global-electricity-capacity-in-2025-after-solar-boost/) of the world's electricity capacity. However, Guterres said that work still needs to be done to further accelerate the transition—and, as the world gets closer to the 1.5°C target for limiting global warming, countries around the world take the task of lowering emissions seriously. 

“It's absolutely essential at the present moment to recognize that we must drastically reduce emissions,” he said, adding that, as they stand now, climate action plans submitted by each country, known as Nationally Determined Contributions, will reduce emissions by 10% by 2035—a far cry from the goal of 60%. 

The impact of global warming, he warned, will be felt hardest by developing nations, a concerning fact as global aid has faced [sweeping cuts](https://www.cfr.org/articles/great-aid-recession-2025s-humanitarian-crash-nine-charts) in the last year. Guterres, who will step down as U.N. Secretary-General at the end of this year, advised governments and organizations to do what they can to “multiply the impact” of whatever resources they have at their disposal. 

“Forget the bureaucracy, forget the tradition, the way that we have always done things, and understand that in the moment in which so many people are suffering, it is absolutely central to increase aid,” he said. “But even more important than that, to multiply the resources that exist using the market mechanism.”

During a speech last week to mark the 80th anniversary of the International Court of Justice, Guterres [warned](https://www.youtube.com/watch?v=Ubt%5FvGoYtmw) that, as “violations of international law are unfolding before our eyes.”

At the TIME100 Summit, he emphasized the need for global cooperation. “If international law is disrespected, if countries do not care about the norms they have themselves established, the result is the kind of chaos we are witnessing in so many parts of the world,” he said. “So it is absolutely essential that the primacy of law is reestablished, and it is essential that all countries accept that international cooperation must prevail over competition and that law must prevail over the use of force.”
