_Published 2026-10-13. Seoul Steps Up Its Nighttime Economy_

#### **Seoul Unveils Its Vision for a Vibrant 24-Hour Economy to Improve Residents’ Quality of Life and Revitalize Local Economies**

On August 20, Mayor Oh Se-hoon unveiled Seoul's vision for a "Vibrant 24-Hour Economy.” The“Seoul-style nighttime economy” will link culture, sports, tourism, and commercial districts with transportation, public safety, and cleanliness to create an integrated nighttime environment from 6 PM to 6 AM.

The Seoul-style nighttime economy is a comprehensive urban strategy designed to give people more opportunities to enjoy health, culture, and leisure in the evening. It will encourage international visitors to stay longer, and create new opportunities for small businesses.

International visitor stays and spending in Seoul are increasing rapidly. In the first half of this year, the city welcomed 8.23 million international visitors, up 21.3% year-on-year. Their credit card spending reached 5.6 trillion won ($4.08 billion), up 56.8%.

Within five years, Seoul aims to generate 5 trillion won ($3.65 billion) in additional nighttime spending, attract 30 million international visitors, and raise nighttime sales in small businesses. Seoul plans to use data to monitor the population, visitors' length of stay, and sales, expanding what works and adjusting what needs improvement.

#### **1\. Exercise After Work and Enjoy Cultural Activities with Family: More Fulfilling Evenings that Enrich Everyday Life**

The nighttime economy begins with the everyday lives of Seoul residents. Seoul will extend the operating hours of public facilities—including sports facilities, cultural venues, and parks—so people can enjoy the city at any hour.

Starting in September, eight museums and cultural facilities will gradually expand their nighttime hours to five days a week, staying open until 9 PM. “Seoul Museum Night” will offer programs tailored to each venue, including family history tours, evening exhibitions, and talks with curators.

#### **2\. Developing DDP, Namsan Mountain, Gwanghwamun, and the Hangang River as Major Nighttime Destinations: Engaging Nights that Encourage Longer Stays in Seoul**

The city will focus on developing the Dongdaemun Design Plaza (DDP), Namsan Mountain, Gwanghwamun, and the Hangang River as four major nighttime destinations, creating content that highlights the unique character of each destination.

“Seoul Moonlight Yajang” showcases local food and neighborhood businesses at night. The city supports them with improvements to their spaces, branding, and marketing, helping them develop into a distinctive nighttime destination.

#### **3\. Firefly Buses to Connect Nighttime Destinations: Orderly Nights Free from Worries about Transportation, Safety, and Cleanliness**

Seoul will also improve late-night transportation, public safety, emergency response, and street cleaning.

Starting in October, late-night “Firefly Buses” will connect major nighttime destinations—including Hongdae, Gwanghwamun, DDP, Myeong-dong, and Gangnam—with subway stations, complementing the existing late-night N buses.

Mayor Oh Se-hoon said, “Seoul’s nighttime economy is about aligning the city with the way people actually live, so they can exercise, enjoy cultural activities, and spend more fulfilling time with their families after work. We will turn the vitality of these richer evenings into new opportunities for tourism and neighborhood businesses.”
