### FAQ

#### Is a PMP certification worth it?

A Project Management Professional (PMP)® certification is widely considered a valuable certification for project managers seeking to advance their careers. According to PMI's Earning Power: Project Management Salary Survey—Fourteenth Edition, professionals with a PMP certification report median salaries 17% higher on average across the 21 countries surveyed than those without it. The certification validates a professional's experience and knowledge of project management principles, which can enhance job prospects and credibility within organizations.

#### What are the best certifications for project managers?

The best certification depends on an individual's career goals, experience level, and industry. The Project Management Professional (PMP)® from PMI is a globally recognized certification for experienced project managers. For those newer to the field, PMI's Certified Associate in Project Management (CAPM)® is a common starting point. Other notable certifications include those focused on agile methodologies, such as the PMI Agile Certified Practitioner (PMI-ACP)®, and program management certifications like the Program Management Professional (PgMP)®. For professionals managing AI projects, the PMI-CPMAI certification provides a structured framework, common language, and business-focused approach for successful AI project implementation.

#### How does PMI support career growth for professionals?

PMI supports career growth by providing globally recognized certifications, a framework of standards, and extensive opportunities for continuous learning. Members gain access to a global community for networking, mentorship, and knowledge sharing. The organization also produces research and thought leadership on emerging trends, helping professionals stay current with skills in areas like AI, agile practices, and strategic business management. These resources are designed to help professionals at all levels enhance their skills and advance their careers.

#### What is the PMBOK® Guide?

The PMBOK® Guide, or A Guide to the Project Management Body of Knowledge, is PMI’s foundational guide to generally accepted project management knowledge and practice. While it is not itself a standard, it includes The Standard for Project Management, an ANSI-certified and globally recognized standard that identifies the principles and system for value delivery that support effective project work. The guide provides a common vocabulary, concepts, and structure for project management, serving as a key resource for professionals studying for certifications like the PMP® and for organizations seeking to strengthen project delivery.

#### How is AI changing project management?

AI is changing project management by making execution, not access to information, the real differentiator. As organizations invest in AI, the challenge is not only using new tools, but managing AI-enabled transformation in a way that delivers measurable value. Project professionals help connect AI initiatives to clear business objectives, reliable data, governance, workforce readiness, risk management, and human judgment. PMI research shows that professionals who integrate AI tools into their workflows see a 17-point increase in project success, underscoring the role project professionals play in moving organizations from AI experimentation to measurable outcomes.

#### What are the most important skills for a project manager?

Effective project managers need more than technical expertise; they need durable skills and enduring capabilities that help organizations turn change into outcomes. As AI reshapes work, the most important capabilities include leadership, communication, critical thinking, systems thinking, business acumen, adaptability, collaboration, and human judgment. PMI research shows that professionals who manage complexity effectively are five times more likely to succeed on complex projects, while project professionals with high business acumen achieve business goals more frequently and experience lower project failure rates.

#### How can I get involved with the PMI community?

Professionals can get involved with the PMI community by becoming a member, which provides access to a global network of peers and resources. Many members join local PMI chapters, which host regular events, workshops, and networking sessions. Online, PMI's projectmanagement.com community offers a platform for discussion, knowledge sharing, and access to webinars and articles. Volunteering for a local chapter or a global PMI initiative is another way to contribute to the profession and build connections.

#### What is the difference between PMP and CAPM?

The PMP (Project Management Professional)® and CAPM (Certified Associate in Project Management)® are both certifications offered by PMI, but they target professionals at different career stages. The CAPM is an entry-level certification designed for individuals with little or no project experience, validating their understanding of fundamental project management knowledge and terminology. The PMP is for experienced project managers and requires a combination of formal education and years of documented project leadership experience, making it a more advanced and globally recognized certification.

#### How does PMI support social impact?
PMI supports social impact by helping individuals, nonprofits, NGOs, and communities use project management to turn purpose into measurable outcomes. Through the PMI Educational Foundation, PMI expands access to project management education for youth worldwide, including underserved and underrepresented populations. Narrated by TIME AI.

President Donald Trump has invoked a Cold War-era law in an effort to boost oil production and lower energy prices.

In a [presidential memorandum](https://www.whitehouse.gov/presidential-actions/2026/10/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-domestic-petroleum-production-refining-and-logistics-capacity-c139/) issued Thursday, Trump determined that petroleum production, refining, and related activities are essential to national defense under the [1950 Defense Production Act](https://www.congress.gov/crs-product/R43767). The determination follows Trump’s declaration of a national energy emergency in January 2025.

“Ensuring resilient domestic petroleum production, refining, and logistics capacity is central to United States defense readiness,” the memo reads. “Without immediate Federal action, United States defense capabilities will remain vulnerable to disruption.”

The memo comes as the price of gas and diesel has soared across the country amid supply disruptions caused by the [U.S. and Israel’s war against Iran](https://time.com/article/2026/10/22/us-israel-iran-war-strikes-midterms/). Brent crude futures rose 1.2% to $114.47 a barrel early Friday, extending gains after Thursday hit a five-month high. U.S. diesel pump prices averaged $6.32 a gallon, slightly higher than Thursday but below the September record, according to AAA. The [high energy prices](https://time.com/article/2026/03/10/ioil-prices-iran-republicans-lose-house-hakeem-jeffries/), and related inflation, have [become a defining issue](https://apnorc.org/projects/ahead-of-the-midterms-most-voters-cite-the-economy-and-cost-of-living-as-top-issues-and-favor-political-change/) for voters in the [coming midterm elections](https://time.com/article/2026/09/30/your-questions-about-voting-in-the-2026-midterm-elections-answered/).

Here’s what to know.

## What does the memo mean for energy production?

The memo means that energy production shortfalls are seen as a national defense risk.

The memo invokes Section 303 of the Defense Production Act, a law that allows the federal government to intervene in private industry for national defense. Section 303 allows the President to make purchases, purchase commitments, provide financial support and equipment, and expand production through other measures.

The memorandum also removes certain Section 303 requirements through an emergency waiver, including ordinary congressional notification and authorization constraints.

While the memo does not specify which projects could be funded, Vice President J.D. Vance [said](https://www.reuters.com/business/energy/trump-administration-expand-delek-texas-refinery-using-defense-production-act-2026-10-13/) last week that the Administration would use the Defense Production Act to expand capacity at a Delek U.S. Holdings-owned refinery in Texas.

Without taking action, the memo said, U.S. industry would be unable to provide sufficient energy services in a “timely manner due to constrained financing, long lead times, permitting and infrastructure bottlenecks, and supply chain limitations.”

## Has the Defense Production Act been invoked before?

Enacted during the Korean War, the Defense Production Act was first used to [expand domestic industries](https://time.com/5808389/coronavirus-mobilization-war-industry-history/) in critical materials, such as aluminum and titanium, for national defense.

Section 303 of the act was also used [during the pandemic](https://time.com/5808794/defense-production-act-coronavirus-testing-kits/) to fund domestic production of medicines and vaccines. Former President Joe Biden also invoked the statute to support clean energy manufacturing and supply chains, including minerals used in electric vehicle batteries and the production of of energy-efficient heat pumps and insulation.

In April, more than a month after Iran began disrupting shipping through the Strait of Hormuz in retaliation for U.S.-Israeli Feb. 28 strikes, Trump invoked the act to declare [petroleum](https://www.whitehouse.gov/presidential-actions/2026/04/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-domestic-petroleum-production-refining-and-logistics-capacity/), [natural gas](https://www.whitehouse.gov/presidential-actions/2026/04/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-natural-gas-transmission-processing-storage-and-liquefied-natural-gas-capacity/), [coal](https://www.whitehouse.gov/presidential-actions/2026/04/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-coal-supply-chains-and-baseload-power-generation-capacity/), [electricity grid](https://www.whitehouse.gov/presidential-actions/2026/04/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-grid-infrastructure-equipment-and-supply-chain-capacity/), and [other energy infrastructure](https://www.whitehouse.gov/presidential-actions/2026/04/presidential-determination-pursuant-to-section-303-of-the-defense-production-act-of-1950-as-amended-on-development-manufacturing-and-deployment-of-large-scale-energy-and-energy-related-inf/) essential to national defense. Citing April’s natural gas determination, the Department of Energy on Monday [committed](https://www.energy.gov/articles/energy-department-advances-constitution-pipeline-project-42-million-defense-production-act) up to $42 million to advance the proposed Constitution Pipeline linking Pennsylvania and New York. The department also [announced](https://www.energy.gov/articles/energy-department-announces-virginia-and-west-virginia-transmission-project-receive) up to $50 million last week for transmission upgrades in Virginia and West Virginia, citing April’s grid determination.

Last year, Trump signed legislation providing $1 billion for Defense Production Act activities, including energy projects deemed critical to national security.

Trump’s use of Section 303 of the act for fossil fuel projects has drawn criticisms from environmentalists, with the Center for Biological Diversity calling the April memoranda, which waived congressional notification, “unlawful.” Nevertheless, the statute [expressly includes](https://www.law.cornell.edu/uscode/text/50/4552) energy production and construction in its definition of national defense.

## How else has Trump tried to lower energy prices?

The Trump Administration has pursued a number of other measures aimed at lowering energy prices since the Iran War began. Earlier this month, Trump [signed an executive order](https://time.com/article/2026/10/06/us-dyed-diesel-federal-highway-tax-fuel-costs-trump-farmers/) temporarily expanding access to tax-exempt dyed diesel, which is typically reserved for off-road farm and construction vehicles. The Group of 7 countries, including the U.S., also [agreed to release 100 million barrels](https://time.com/article/2026/10/03/the-g7-is-releasing-emergency-fuel-reserves-how-much-will-it-help-americans-/) of diesel and crude oil reserves to the world over four months.

In August, the Administration [extended the Jones Act waiver](https://time.com/article/2026/08/05/jones-act-waiver-fuel-gas-costs-maritime-industry-iran-war/) for another 90 days, allowing foreign-flagged ships to transport oil and certain other commodities between U.S. ports.

Trump also [announced an agreement](https://time.com/article/2026/10/12/republicans-democrats-call-for-trump-to-reverse-course-on-russia-diesel-deal/) with Putin earlier this month to import diesel from Russia, alongside temporary sanctions relief. The deal has [faced significant backlash](https://time.com/article/2026/10/13/lawmakers-argue-trump-russia-diesel-deal-violates-law-legal-experts/) from lawmakers.

For many of these measures, industry analysts and stakeholders have said the reduction in energy prices is likely to be limited and possibly short-lived. Analysts [estimated](https://www.reuters.com/world/us/trump-extends-jones-act-waiver-with-some-limitations-white-house-official-says-2026-08-10/) that the Jones Act waiver was expected to reduce gasoline prices by only pennies per gallon. Capital Economics economist Hamad Hussain [said](https://www.capitaleconomics.com/newsroom/g7-release-100-million-barrels-oil-and-diesel-will-it-curb-prices) the reserve release could lower diesel prices temporarily, but would not resolve the underlying supply crunch. And analysts [warned](https://gaspriceguy.substack.com/p/the-dyed-diesel-waiver-has-catches) that the dyed diesel measure would have a limited effect on most consumers since the tax-exempt fuel isn’t widely available at ordinary commercial pumps. A Council on Foreign Relations analysis also [suggested](https://www.cfr.org/articles/trumps-russian-diesel-deal-explained) that damaged Russian refining capacity may make a near-term effect of the Russia deal on diesel markets unlikely, although Trump said the agreement would supply more than 300,000 tons of diesel to U.S. and global markets immediately.

Meanwhile, oil exports from the Middle East [topped](https://www.wsj.com/world/middle-east/more-oil-is-now-coming-out-of-the-persian-gulf-than-before-the-iran-war-6a6d1670) prewar levels last week, marking a rebound in regional oil shipments despite continuing security risks. Ships sailing through the Strait of Hormuz, however, [still face attacks](https://time.com/article/2026/09/08/iran-us-war-strait-of-hormuz-gulf-targets/) from Iran, while the [Bab el-Mandeb Strait](https://time.com/article/2026/09/14/yemen-houthi-saudi-arabia-attacks-oil-red-sea-iran-war/) near Yemen has been [threatened by the Houthi rebels](https://time.com/article/2026/10/08/saudi-arabia-yemen-houthi-rebels-airport-attacks-war/). Analysts [previously told TIME](https://time.com/article/2026/06/19/us-iran-deal-strait-hormuz-shipping-oil-gas-prices/) in June that the risk of further attacks and damage to facilities could delay a full-scale recovery.

Thursday’s memorandum could support investment in fuel capacity, but it’s uncertain how quick or measurable an effect it will have on energy prices. Gas prices still [depend heavily](https://www.eia.gov/energyexplained/gasoline/factors-affecting-gasoline-prices.php) on globally traded crude, according to the U.S. Energy Information Administration, although they can be influenced by domestic refining and distribution conditions. The U.S. was the largest crude producer globally last year, averaging 13.6 million barrels of crude a day.

Analysts [warned](https://www.spglobal.com/energy/en/news-research/latest-news/refined-products/042126-impact-of-trumps-defense-production-act-move-to-boost-energy-supplies-uncertain-analysts), after the April memorandum, that federal support would not necessarily translate into immediate price relief.

“Until the pipes are in the ground and the fuel is flowing or transported, it may not be able to be called a true structural shift,” Cyrus Brooks, director of marketing at energy research firm RBAC, [wrote](https://rbac.com/what-trumps-use-of-the-defense-production-act-means-for-oil-gas-and-what-it-doesnt/) in April.

Still, Brooks said of the April action that federal recognition of energy as important to national security could support important infrastructure investment, potentially relieving a bottleneck in domestic fuel production, refining or transportation.

“Energy security seems to be the brightest neon sign flashing,” he wrote. “Not because it’s everything, but because nothing works without it.”
