That is what I am doing and what we must do as a cabinet,” said the Labour leader. Starmer admitted that the past 48 hours had been "destabilizing" for the government and "that has a real economic cost for our country and for families." In what appeared to be fighting words, Starmer pointed out that "the Labour Party has a process for challenging a leader and that has not been triggered." His vow to keep steering the ship comes as at least 78 Labour MPs \[Members of Parliament\] have [called](https://www.bbc.co.uk/news/live/c1e2n923v1lt?post=asset%3A6a31768a-6064-4ae3-918d-bd45a49bcd7f#post) for him to step down or establish a timeline for his resignation. Labour’s [heavy losses](https://time.com/article/2026/05/08/trump-ally-nigel-farage-makes-gains-in-u-k-elections-as-starmer-s-future-draws-uncertainty/) in last week’s local elections have proven to be the final straw for many lawmakers, some of whom had already called for [Starmer to resign over his handling](https://time.com/article/2026/04/20/why-uk-prime-minister-keir-starmer-is-facing-growing-calls-to-resign/) of the controversial Peter Mandelson appointment. Starmer’s resolve Tuesday morning came shortly after the first member of his government resigned. In a [letter](https://x.com/Miatsf/status/2054112850323378533/photo/1) shared with the public, Miatta Fahnbulleh—who served as the Minister for Devolution, Faith, and Communities—urged Starmer to set a timeline to step down. “You, Prime Minister, have lost the trust and confidence of the public,” she said. “Our country faces enormous challenges and people are crying for the scale of change that this requires. The public does not believe that you can lead this change—and nor do I.” Not long after, in another major blow to the Prime Minister, Jess Phillips resigned from her position in Starmer's cabinet as Safeguarding Minister. "I want a Labour government to work and I will strive as I always have for its success and popularity, but I'm not seeing the change I think I, and the country, expect, and so cannot continue to serve as a minister under the current leadership," she said in her resignation letter. Meanwhile, Starmer’s defiant response to his cabinet has garnered mixed reactions. TIME has reached out to Downing Street and Burnham’s office for comment. ### The process for challenging a Labour leader, explained If someone were to trigger a[ leadership challenge](https://www.instituteforgovernment.org.uk/explainer/labour-party-leadership-contests), a candidate (who needs to be a current Member of Parliament) must receive support to run from at least 20% of sitting Labour MPs, which currently translates to 81 lawmakers, according to the Institute for Government. “Once the runners and riders are decided, the contest goes to Labour's membership and its affiliated societies, and trade union members,” Tim Bale, a professor of politics at Queen Mary University of London, tells TIME. While many see Burnham as a likely contender, Bale says that Rayner and Health Secretary Wes Streeting—who has [reportedly](https://www.telegraph.co.uk/politics/2026/05/10/exclusive-im-ready-to-be-next-pm-streeting-tells-starmer/) shown interest in taking over the premiership—could be in the running. Al Carns is also a possible candidate, says Bale, who describes the Minister for the Armed Forces as a “first-time MP with an impressive military record.” Carns, Rayner, and Streeting are all sitting MPs, making their potential path to Downing Street already established.
