The bill funds much of DHS through Sept. 30, including the Transportation Security Administration (TSA), Coast Guard, Federal Emergency Management Agency, and Cybersecurity and Infrastructure Security Agency. But the legislation doesn’t include funding for immigration enforcement agencies, including Immigration and Customs Enforcement and parts of Border Patrol. The shutdown [began on Feb. 14](https://time.com/7378601/government-shutdown-congress-ice-dhs-democrats-polls/) amid a bitter standoff between Democrats and Republicans over immigration enforcement that was spurred by federal officers [fatally shooting](https://time.com/7368923/minneapolis-ice-operation-protests-renee-good-alex-pretti/) two American citizens in Minneapolis at the start of the year. Democratic lawmakers refused to pass a funding bill for DHS unless it included [new guardrails](https://time.com/7358586/government-shutdown-democrat-demands-ice/) on federal immigration agents. But Republicans rejected their demands, arguing that such measures would impede the Trump Administration’s immigration enforcement agenda. The lapse in appropriations left thousands of DHS staffers [working without pay](https://time.com/article/2026/04/03/dhs-shutdown-funding-impacts-cybersecurity-terrorism-disasters-immigration/) for weeks, including TSA officers. Many TSA agents called out of work or quit the force entirely to take on other jobs to pay their bills, [throwing air travel into chaos](https://time.com/article/2026/03/24/airport-wait-times-security-lines-tsa-ice-dhs-shutdown/) as airports struggled with understaffing and travelers [waited in security lines for hours](https://time.com/article/2026/03/25/tsa-long-lines-airports/). Last month, Trump [ordered](https://www.whitehouse.gov/presidential-actions/2026/03/memorandum-for-the-secretary-of-homeland-security-and-the-director-of-the-office-of-management-and-budget/) that TSA officers [be paid](https://time.com/article/2026/03/27/tsa-pay-dhs-shutdown-trump-order-airport-wait-times-lines/) using existing funds, and a few days later [ordered](https://www.whitehouse.gov/presidential-actions/2026/04/liberating-the-department-of-homeland-security-from-the-democrat-caused-shutdown/) that DHS pay all its employees “with the compensation and benefits that would have accrued to them if not for the Democrat-led DHS shutdown.” But last week, Homeland Security Secretary Markwayne Mullin [warned](https://time.com/article/2026/04/28/dhs-shutdown-tsa-federal-workers-pay/) that DHS was set to run out of money to pay staffers by the beginning of May. Immigration enforcement agencies have mostly been maintaining their normal operations during the shutdown, with law enforcement officers continuing to receive their paychecks with funds drawn from Trump’s [“Big Beautiful Bill.”](https://time.com/7300177/trump-signs-big-beautiful-bill/) Congressional Republicans are now launching an effort to set aside an additional $70 billion for immigration enforcement. It seemed earlier this month as if lawmakers might be close to reaching a deal to end the partial shutdown; the Senate agreed on April 1 to approve funding for DHS, excluding immigration enforcement agencies. But House Republicans declined to act on that legislation for weeks, until they ultimately voted on the proposal on Thursday. The bill passed by the House includes some guardrails on federal immigration agents that lawmakers agreed on earlier this year, according to [Politico](https://www.politico.com/news/2026/04/30/congress-ends-record-shattering-dhs-shutdown-00900777). The legislation, though, doesn’t include the new measures that Democrats had been pushing for, such as prohibiting agents from wearing masks. ## Transcript Most importantly of all of all the things we got done this week, we got the budget resolution passed. This is very, very important because that will ensure that border security and immigration enforcement will continue today and well into the future. Despite Democrat attempts to reopen our borders and protect criminal illegal aliens from removal. The net result of passing our reconciliation bill is that Ice and CBP are funded for three years. This will relieve pressure from the Department of Homeland Security Secretary Mullen, who I've spoken to in the last couple of hours, will be greatly relieved. The president will. The administration will. We were not going to have lines at TSA. Everybody will get their paychecks. Now.
