Trump argued that “contrary” to other rhetoric, “it was agreed, a long time ago” there would be “no nuclear weapons” and the [Strait of Hormuz](https://time.com/article/2026/03/17/what-is-the-strait-of-hormuz-global-trade-oil-flow-iran-war/) would be “open and safe.” In the meantime, he added, the U.S. military “is loading up and resting, looking forward, actually, to its next conquest.” While the exact details of the “real agreement” have not been made public, Iranian parliament speaker Mohammad Bagher Ghalibaf [said](https://x.com/mb%5Fghalibaf/status/2041943537386958858) Wednesday that Iran’s right to enrich uranium is a key element of its own 10-point proposal. Trump previously [described](https://truthsocial.com/@realDonaldTrump/posts/116365796713313030) a 10-point proposal from Iran as a “workable basis in which to negotiate,” though it remains unclear which exact version he was referencing. Mohammad Eslami, head of Iran’s Atomic Energy Organization, [reportedly said](https://apnews.com/article/iran-us-israel-trump-lebanon-april-9-2026-7760f88f183ed2a13a721057e31f3ce7) Thursday that protecting Tehran's right to enrich uranium is "necessary" for any cease-fire discussions. White House press secretary Karoline Leavitt described enrichment as a “red line that the President is not going to back away from.” It will no doubt be a core focus when U.S. negotiators, led by Vice President J.D. Vance and including Trump’s son in law Jared Kushner and Middle East envoy Steve Witkoff, meet with Iranian officials in Islamabad, Pakistan, on Saturday. The latest warning from the U.S. President comes as the fragile two-week cease-fire, reached shortly before Trump’s deadline on April 7, comes under threat amid tension over the Strait of Hormuz and concerns over Israel’s strikes against the Hezbollah militant group in Lebanon. ### **Strait of Hormuz disagreements central to instability** Disagreements over the [Strait of Hormuz](https://time.com/article/2026/03/17/what-is-the-strait-of-hormuz-global-trade-oil-flow-iran-war/), the vital passage between the Persian Gulf and the Gulf of Oman through which roughly a fifth of global oil supply flows, remain a major obstacle. Under Iran’s [proposal](https://x.com/Iran%5Fin%5FIndia/status/2041696597302759425?s=20), Tehran would maintain control over the Strait, which it has used as a [bargaining chip](https://time.com/article/2026/04/07/strait-of-hormuz-countries-pass-deals-iran-us-war-trump/) during the conflict to [disrupt energy markets](https://time.com/article/2026/04/05/strait-of-hormuz-fuel-rationing-oil/) and pressure the U.S. and its allies. The White House on Wednesday disputed reports that Iran had closed the Strait just hours into the cease-fire in response to Israel’s strikes against Hezbollah. But Leavitt also insisted that any Iranian threat to naval navigation would be “completely unacceptable.” She reiterated Trump's "expectation and demand that the Strait of Hormuz is reopened immediately, quickly, and safely." Trump previously suggested that the U.S. and Iran should jointly charge tolls for passage through the Strait. During Wednesday’s briefing, Leavitt said it was an idea the President has “floated,” but that he ultimately wants the sea route open “without any limitations, like tolls or otherwise.” On Thursday morning, Iranian state media [published](https://t.me/Tasnimnews/406275) a chart suggesting that the Islamic Revolutionary Guard Corps had deployed sea mines in the Strait during the war, and that safe passage would require coordination with the IRGC to “avoid possible collisions with naval mines.” The effective closure of the Strait has driven up energy prices and unsettled global markets, with volatility expected to continue as unrestricted navigation remains uncertain. Experts have expressed deep concern over the economical impact the turmoil in the Strait has had thus far. “We are really in an enormous energy crisis," Emily Holland, director of the Eurasia program at the Foreign Policy Research Institute, tells TIME. "You can open up the Strait, you can have oil pulling again, but you still have these sort of long-term effects, particularly poorer countries being priced out." There are also mounting worries over another critical maritime chokepoint. The Bab El-Mandeb, a waterway situated between Yemen and Djibouti and Eritrea in the Horn of Africa, has come under threat from Iranian officials. Emphasizing the importance of the waterway, Noam Raydan, a senior fellow at The Washington Institute for Near East Policy, tells TIME: “The Bab el-Mandeb, just like Hormuz, is critical for the global economy. The IDF [said](https://x.com/IDF/status/2041920659199062098) it targeted more than 100 of what it referred to as Hezbollah command centres and military sites. Lebanon’s Health Minister said Thursday morning that the death toll from the strikes on Wednesday has climbed to 203 people, with over 1,000 injured. Iranian President Masoud Pezeshkian argued Israel’s attacks on Lebanon are a “blatant violation of the initial cease-fire agreement.” “This is a dangerous sign of deception and lack of commitment to potential agreements. The continuation of these actions will render negotiations meaningless,” he [said](https://x.com/drpezeshkian/status/2042206523380678759), signaling a potential rupture. However, there continues to be a dispute as to whether or not Lebanon was included in the U.S.-Iran cease-fire. Pakistan’s Prime Minister Shehbaz Sharif and Iranian officials have [indicated](https://x.com/CMShehbaz/status/2041665043423752651) Lebanon was factored into the agreement, but the U.S. and Israel say otherwise. “Lebanon is not part of the cease-fire. That has been relayed to all parties involved in the cease-fire,” Leavitt said. Vice President J.D. Vance said the U.S. never agreed that the cease-fire would cover Lebanon and he thinks it was a “legitimate misunderstanding” of the Iranian officials who thought it did. Iran’s Deputy Foreign Minister Saeed Khatibzadeh [has maintained](https://www.bbc.co.uk/sounds/play/p0ncc6w1) that Israel’s strikes on Lebanon constitute a “grave violation” of the cease-fire. He told the BBC that Iran will “provide security for safe passage” through the Strait of Hormuz, but said reopening would only come “after the United States actually withdraws this aggression,” referring to Israel’s operations in Lebanon. Ghalibaf has also [insisted](https://x.com/mb%5Fghalibaf/status/2042202086620750059) that Lebanon forms "an inseparable part of the cease-fire." The continued escalation has drawn criticism among European leadership. [Kaja Kallas](https://time.com/collections/time100-next-2022/6213907/kaja-kallas/), the European Union’s foreign policy chief, [said](https://x.com/kajakallas/status/2042164378716316119) Thursday: "Hezbollah dragged Lebanon into the war, but Israel’s right to defend itself does not justify inflicting such massive destruction. Israeli actions are putting the U.S.-Iran ceasefire under severe strain." Leaders from Germany, Canada, the U.K., France, Italy, Spain, Denmark, the Netherlands, the European Union, and Japan have also indicated [support](https://www.gov.uk/government/news/joint-statement-on-the-conflict-in-the-middle-east-8-april-2026) for the cease-fire to include Lebanon. ## Transcript With the president's deadline fast approaching and the United States military completely decimating Iran with each passing hour, the regime acknowledged reality to the negotiating team. They put forward a more reasonable and entirely different and condensed plan to the president and his team. President Trump and the team determined the new modified plan was a workable basis on which to negotiate and to align it with our own 15 point proposal. The president's red lines, namely the end of Iranian enrichment in Iran, have not changed. And the idea that President Trump would ever accept an Iranian wishlist as a deal is completely absurd. The president will only make a deal that serves in the best interests of the United States of America, and he isn't negotiating team will focus on this effort over the next two weeks. So long as the Strait of Hormuz remains open with no limitations or delays, these extraordinarily sensitive and complex negotiations will take place behind closed doors. Over the course of the next two weeks, Lebanon is not part of the cease fire that has been relayed to all parties involved in the cease fire. As you know, Prime Minister Netanyahu put out a statement last night in support of the cease fire in support of the United States's efforts, and he's also assured the president they'll continue to be a helpful partner throughout the course of the next two weeks. The president yesterday threatened that a whole civilization would die if a cease fire deal wasn't reached. Understanding that Iranian leaders have previously said Death to America. But why is it appropriate for the president of the United States to use that kind of language when talking about civilian targets? And was the president mocking Islam by signing off his Truth Social post over the weekend? Praise be to Allah. Wouldn't that antagonize Muslim allies across the world? Well, I understand the questions about the president's rhetoric, but what the president cares most about is results. And in fact, his very tough rhetoric and his tough negotiating style is what has led to the result that you are all witnessing today. Iran publicly acknowledging last night that they have agreed or that they wanted this cease fire with the United States because they no longer could tolerate being bombed by our very powerful and lethal military, and that they have committed to the reopening of the Strait of Hormuz, which the president will hold them accountable for. And it's something the administration is closely monitoring in real time. Should the world not take his word seriously. The world should take his word very seriously in understanding that the president is always most interested in results. And it was the Iranians who backed down, not President Trump. He said that they would face very grave consequences, as you just laid out by the 8 p.m. deadline, if they did not agree to reopening the Strait of Hormuz. And what did they do last night?
