Trump said in a [Truth Social post](https://truthsocial.com/@realDonaldTrump/posts/116206229876653286) that he was working with Michigan Gov. Gretchen Whitmer “on trying to save The Great Lakes from the rather violent and destructive Asian Carp, which is rapidly taking over Lake Michigan, and all of the beautiful surrounds.” He said he plans to ask other governors to participate in the effort, “including those of Illinois, Wisconsin, Minnesota, Pennsylvania, Ohio, Indiana, New York and, of course, the future Governor of Canada, Mark Carney, who I know will be happy to contribute to this worthy cause.” Since he reentered the White House last year, the President has repeatedly made jabs or critical comments toward Canada and Carney, as well as Carney’s predecessor, Justin Trudeau. Trump has [suggested](https://time.com/7297490/trump-plan-to-annex-canada-51st-state-mark-carney/) a number of times that the U.S. should annex Canada, calling the country the “51st state.” “Frankly, Canada should be the 51st state, it really should. Because Canada relies entirely on the United States—we don’t rely on Canada,” Trump [said](https://x.com/SundayFutures/status/1939341993542304248) on Fox News’ _Sunday Morning Futures_ last June. In an [interview with TIME](https://time.com/7280114/donald-trump-2025-interview-transcript/) last April, when asked if he was “trolling a little bit” on the idea of making Canada the 51st state, Trump replied, “Actually, no, I’m not.” While Trudeau was in office, he adamantly rejected Trump’s suggestions of annexing the country—a stance that Carney has maintained. Last April, Carney [said](https://www.bbc.com/news/articles/cn4j38gk8edo) of Trump’s suggestions of annexing Canada: “As I’ve said to anyone who’s raised this issue in private or in public, including the President, it will never happen.” In January, Trump told attendees at the World Economic Forum in Switzerland that “Canada lives because of the United States.” The remark prompted Carney to deliver a [firm video response](https://x.com/MarkJCarney/status/2014763039367598161), in which he said: “Canada and the United States have built a remarkable partnership in the economy, in security, and in rich cultural exchange. But Canada doesn’t ‘live because of the United States.’ Canada thrives because we are Canadian.” “This is our country. This is our future. The choice is ours,” he said in the caption of his video post. “We choose Canada.” The President’s rhetoric toward the country and the tariffs he has levied on Canadian goods—as well as his Administration’s broader agenda—have drawn widespread backlash from Canadian citizens as well.
