Last week a special dispatch from Johannesburg began: “Nationalist Party members of Parliament, sitting as the High Court of Parliament, handed down a ruling today setting aside the appeal court’s invalidation of the Voters Act that removed colored (mixed blood) voters from the common electoral roll.”
