A Brooklyn grand jury suggested one possible solution to “the vexing problem of delinquency in our youth.” It asked New York City police to issue identity cards to all boys and girls of 18 or over. Purpose of the cards: to certify that their bearers are old enough to buy and drink liquor. “Guzzle Tags,” the Daily News called them.
