> How big the oil ration would be OPA had not yet decided, but they announced that the ration would be calculated at two-thirds of usual consumption (instead of three-quarters, as previously announced). For apartment houses and institutions that can change to coal but do not: no oil.

> Deputy Petroleum Coordinator Ralph Davies telegraphed an emergency appeal to nine oil companies to cut gasoline loadings and boost fuel-oil shipments to New England. Reason: winter comes early and stocks there are dangerously low.
