RESTRICTING IMPLANTS: Silicone-gel breast implants are suspected of triggering deformity and disease. An expert panel recommended in February that their use be restricted, and FDA Commissioner David Kessler now agrees. Only women whose implants are leaking and need replacement or who need reconstructive surgery will get them.
