These drawings show the Iraqi leader’s new — and blisteringly opulent — Al- Sijoud Palace, a moat-surrounded monument that was under construction (estimated cost: $1 billion) in Baghdad when Saddam invaded Kuwait. Some of the foreign workers employed on the project have since been allowed to leave Iraq.
