By the time Lara Koro finally took off on her way home from Paris to London in May, her post-holiday euphoria was all but gone. Returning from a break in Amman via France, Koro, 28, had already endured a 45-minute check-in delay before boarding her Air France flight. Then the plane was held for a further 20 minutes before takeoff. There was no explanation from the cockpit, she says, just “lots of apologies.” When Koro finally reached Heathrow, more than an hour late, she was irate. “They should take measures to shorten delays,” she snaps. “I’m pissed off.”

Maybe she shouldn’t be. Some travelers in Europe this summer could consider themselves lucky to wait on the runway for only 20 minutes. After all, with air-traffic-control delays affecting one flight in five, 20 minutes late is now the average. Things could be a lot worse. Consider the tale of Roberto Iglesias Freira, his wife and their two children on a 1-hr.-50 min. hop from Asturias to Paris. The Spanish family waited three hours for take-off, but when their Iberia flight finally made it into the air, instead of heading north, it went in the opposite direction, to Madrid. It finally arrived in Paris six hours late. A Spanish judge said Iberia had provided no justifiable reason and ordered it to pay $1,250 in compensation. Iberia has appealed the decision. Complains David James, 51, an oft-delayed traveler making his way through Heathrow: “It’s horrendous. Something nearly always goes wrong.”

 It could be a long, hot, frustrating summer: airlines are scheduling 25% more flights (credit budget airlines for much of that increase), some pilots, baggage handlers and air-traffic controllers are threatening strikes (as ever), and there is guaranteed to be bad weather (it’s not summer in Europe without thunderstorms). According to the European Commission, average air-traffic delays in 2001 will be 13% longer than last year. This summer more and more holidaymakers are likely to find the convenience of air travel offset by the exasperation of being forced to wait. And wait. And wait.

 “We’re going to need some radical changes,” says Alessandro D’Alessio, head of the air-traffic section of Italy’s biggest transport union. “Otherwise, we’re just not going to be able to handle the extra traffic.” But implementing changes will require fortitude worthy of the Wright Brothers. And take time. Europe’s air-traffic infrastructure is at the mercy of a mishmash of vested interests — the public, which asks for safe, dependable, economical air travel even while protesting the necessary construction projects; the airlines, which schedule more and more flights, insisting that they are doing so only in response to demand; and Europe’s governments, many of which, for political, economic and military reasons, keep a vice-like grip on their skies even as they relinquish their borders on the ground.

 At the heart of it all: an air-traffic control system divided along national lines, crying out for investment and facing a looming shortage of personnel. So pressing is the need for reform that the European Commission is displaying uncommon urgency in promoting its Single European Sky initiative, which aims to make the airspace over Europe seamless by 2005\. “Everyone is putting pressure on everyone else,” says Geoff Muirhead, ceo of Manchester Airport, Europe’s 12th-busiest. “There’s plenty of space in the sky. It just needs to be managed much, much, better.”

Agreed. But how? Just in time for the summer travel season, here’s a guide to Europe’s air-traffic problems — and the smartest solutions …

**Jettison History**

Europe’s patchwork sky is a throwback to its state-dominated past. For one thing, vital sections of European airspace are designated for military use and remain off limits to commercial planes. A London-to-Frankfurt flight, for example, has to slalom between two Belgian exclusion zones, curve south and then head east again to make its way to Frankfurt, adding up to 10 minutes flying time. “It doesn’t make any sense for these military zones to be in the busiest part of European airspace,” says Ben Van Houtte, director of the Single European Sky unit.

 For another thing, countries are keen to control the commercial aircraft in their space. The reason is partly economic, as governments collect fees for providing such services — Lufthansa, for example, paid about $500 million to Berlin last year. But social factors are important too, like preserving the jobs of air-traffic controllers (any hint of eliminating them or privatizing the system is usually met with public outcry). The result: a dense network of 73 air-traffic-control centers overseeing 1,000 sectors of airspace across 38 European countries. In comparison, the U.S. has 20 such centers that handle twice the traffic. The International Air Transport Association believes that around four to five air-traffic-control centers would be sufficient for Western Europe: at present, there are that many in France alone. 

 Consider a flight from Copenhagen to Madrid. “There might be as many as 10 different segments, each controlled by a different air-traffic agency, a different controller, even a different country,” says Captain Paul Douglas, general manager, flight operations, technical and training, at British Airways. “Each time there is a boundary, it introduces a potential bottleneck.” A dozen chokepoints exist — around Switzerland, northern Italy and northern Spain in particular — that account for 80% of delays.

 Pressure in one country can have repercussions in another. All aircraft flying over Europe must notify the Central Flow Management Unit (CFMU) of the Brussels-based European Organization for the Safety of Air Navigation, or Eurocontrol, which is in constant contact with Europe’s air-traffic-control centers. If one center decides it has more aircraft than its controllers can handle, it notifies the CFMU, which can delay takeoff slots for all planes heading for the congested area. Thus it’s possible that a controller calling in sick with a bad case of flu in Lisbon can ground aircraft on a tarmac in Helsinki.

 There is a way to resolve such issues, say the experts: centralize the air-traffic police. “If there is a central point of coordination,” says Douglas, “capacity restriction is eased.” One such multinational facility already exists: Eurocontrol’s air-traffic center in Maastricht, which looks after the upper airspace over Belgium, the Netherlands, Luxembourg and northwestern Germany. Another centralized operation is under construction in Vienna: an air-traffic-control center that will oversee the upper airspace (above 8,840 m) of eight Central and Eastern European countries. When it opens in 2006, it is expected to be 40% more productive than independent systems.

**Spend Some Money**

Although Europe spends between $4 billion and $5 billion for air-traffic management, it is still suffering from a serious lack of investment in technology, both in the air and on the ground. One way to tackle the problem is to throw air-traffic control to the mercy of market forces and put the onus on private companies to make the necessary investments — and reap the rewards. Just as many of Europe’s airlines had to free themselves of state ownership in order to prosper, goes the argument, so too should the region’s air-traffic-management systems. But it’s a contentious issue politically. While governments find it hard to justify investing in air-traffic systems ahead of schools and hospitals, they still face huge public uproar over safety issues when they raise the option of privatization.

The British government began putting forward proposals to privatize its National Air Traffic Services (NATS) in 1993, and the process is still not finished. Under the terms of a recent agreement, 46% of NATS is being acquired by the Airline Group (TAG), a consortium of seven British carriers. “There’s a need for us to invest $1.4 billion over the next 10 years,” says Keith Williams, NATS‘ director of operations. “TAG is a strategic partner.” Plans are well under way to move NATS London control center — the busiest in Europe — from West Drayton to a new facility in Swanwick on the southern coast — though the cost of the project is substantially greater than originally estimated and it is several years behind schedule. Nevertheless, Williams hopes that the center will ultimately be the nucleus of a strategic, consolidated air-traffic-control network where four or five companies run Europe’s airspace. His vision, however, may be slow to take off. German air-traffic-control remains in state hands and is expected to stay there for at least several more years. And there are no plans to privatize air-traffic-control in Italy or France.

**Get the Right Crew**

Far from the raucous environment depicted in films like Pushing Tin, an air-traffic-control room is a quiet, tense space, where highly skilled men and women individually focus on dots on a radar screen, each representing an aircraft full of human lives. Their work is stressful at the best of times, but right now staff shortages are adding to the pressure. The E.U., which needs 15,000 controllers to cover the Continent, is 800 to 1,600 short. In Germany, some controllers are handling 20% more aircraft than they should and don’t have time to take recommended rest breaks. In Italy, says the transport union’s D’Alessio, controllers are overloaded too. 

One-third of today’s controllers will retire by 2010, and as a result of poor recruiting and development, there are not enough people in the pipeline to replace them — the training process can take four years. In response to the projected shortfall, Britain has increased by 50% the places in its air-traffic-control training programs.

But even if there were controllers in abundance, there is no guarantee they would cooperate across borders under the current fragmented structure. For example: a few years ago Eurocontrol proposed an air “funnel” to rationalize approaches to the Geneva airport, one of the Continent’s worst bottlenecks. But the idea required French and Swiss controllers to work together. French unions scuppered the plan.

**Build Consensus**

Under the auspices of the Single European Sky initiative, the European Commission has tried to draw some of these troublesome threads together in a legislative proposal to be submitted to the European Parliament in the next few weeks. Experts from the 15 member states, plus Norway and Switzerland, have already met 10 times to hash out a catalog of recommendations, including promoting greater cooperation between civilian and military air-traffic control to make more airspace available to commercial aircraft. The experts also recommended giving real authority to Eurocontrol, which can now make recommendations to solve some of the worst problems but has no legal power to enforce them. Issues of sovereignty may yet bury the plan — the current spat between Britain and Spain over Gibraltar, for example, extends to the colony’s airport and its airspace. Although there has not been any substantive discussion of the Single European Sky initiative at recent summits, Van Houtte says that by and large “all the stakeholders have accepted the concept of a community approach. Everyone is waking up to the fact that things need to change.”

In the long run, the European Commission sees a need for air-traffic-control management to move away from ground-based radar systems and toward a satellite-location system, similar to a plan recently announced in the U.S. Such a system would not eliminate air-traffic controllers, but it would allow them to track planes over areas where there is currently no radar: over the ocean, for example. In addition, experts say that satellite-based systems are less expensive to maintain than radar-focused ones. But their implementation in Europe could be delayed by a timing Catch-22: aircraft would have to be fitted with new technology, such as updated navigation and anti-collision instruments, to be able to make use of the system, but airlines are reluctant to make these adjustments until they know when the system will be in place.

Even without the new technology, there are plans to increase capacity in the skies. By next January, for example, Reduced Vertical Separation Minima will become mandatory across Europe, and suitably equipped aircraft above 8,840 m will be able to fly 305 m apart vertically, instead of the current 610 m. That decrease in the so-called separation standard will open up six extra flight levels in the sky. If the prospect of being twice as close to the plane below seems scary, don’t worry. Most modern planes are fitted with digital altimeters, which measure altitude more accurately than the previous, pressure-based equipment.

**More Landing Gear**

What goes up must come down, but where? Many of Europe’s major airports are already operating at full capacity, and some are trying to operate beyond that. At Madrid Airport, named the worst for delays in the first quarter of 2001 by the Association of European Airlines, the foundation stone for a new terminal was laid last July — two years behind schedule. Madrid’s newest terminal, which opened in 1998, was considered obsolete before its first plane pulled up to the jetway. “We’ve seen lots of growth” in passenger numbers, says Daniel Solon, a consultant at Avmark International, a consultancy that specializes in commercial aviation. “But we have not seen corresponding growth in the number of runways suitable for commercial air travel.”

Airports Council International, a Geneva-based umbrella group for more than 1,442 airports in 165 countries, says $31 billion is currently being plowed into six major European airports — not just to accommodate increased passenger numbers, but also to contend with the new generation of aircraft, like the gigantic 1,000-seat Airbus A380\. Some airports are better positioned than others to cope with the increased traffic: Paris’ Roissy Charles de Gaulle (CDG) has opened two new runways in the past two-and-a-half years. How can Paris expand so smoothly, given that public hostility has essentially blocked plans for growth at London’s Heathrow and at Frankfurt? Advance planning. When CDG was first conceived in 1964, authorities reserved a large piece of land and put the airport right in the middle of it. As air-traffic increased, more facilities were easily added. By comparison, in Britain’s southeast, home to five international airports, there has only been limited increase in capacity since World War II. Nor is development likely to be easy. “I have mums calling me at four in the morning, old people who can’t sleep,” says Monica Robb, vice chairman of the Heathrow Association for Control of Aircraft Noise. “We are constantly fighting the film of oil on cars and ponds.” Her fight is effective: the four-year public inquiry into a fifth terminal at Heathrow is the longest in British history and is not yet resolved. No wonder Heathrow is losing ground to other airports: in May, Jean-Cyril Spinetta, head of Air France, said Heathrow would soon surrender its position as Europe’s main aviation hub. He has a point: between 1999 and 2000, passenger numbers at cdg, Amsterdam’s Schipol and Frankfurt rose 11.6%, 7.7% and 7.6% respectively. In the same time period, Heathrow passenger numbers rose just 3.8%. 

Airport expansion is a Europe-wide issue. “The environmentalists and the airline industry need to find a solution for the equilibrium between economic development for the region and the quality of life,” says Jacques Maillot, president of the French travel agency Nouvelles Frontières. But the protesters have some friends in high places: German Environment Minister Jürgen Trittin is planning a noise-protection law that will force up airport expansion costs and likely prohibit take offs and landings between 11 p.m. and 5 a.m.

**Come Fly With Me**

Santino Ciarniello, head of air-traffic services at the Ente Nazionale Assistenti di Volo (ENAV), Italy’s air-traffic controllers’ agency, recognizes that the airports’ physical limitations are the main bottleneck to growth, but he still lays part of the blame on airlines that bunch up their scheduling. “Let’s face it,” he says. “No airline is ever going to announce to its passengers that the flight is late and it’s the airline’s fault.”

 The airlines flatly dismiss the notion that they are the cause of the problem, retorting that they are only responding to what the market wants: flights that leave in the morning and return in the evening. “It’s like saying that motorists are causing the traffic jams,” says Jan-Philipp Goertz, a lobbyist for Lufthansa in Brussels. Goertz points out that Lufthansa, like many airlines, hates delays: last year its planes spent 30,000 hours in holding patterns and wasted 100,000 tons of jet fuel at a cost of $100 million. The European Commission estimates that aircraft delays come to about 500,000 hours annually at a cost to the airlines of more than $5 billion.

Instead of raising the on-time performance bar, airlines are more likely to adjust it by padding out flight times to disguise possible delays. Since 1975, scheduled travel times from London’s Gatwick to Paris’ CDG have almost doubled, from 50 minutes to 95 minutes, even though planes can certainly fly as fast as they did 26 years ago. And according to Lufthansa, a flight from Cologne to Frankfurt is scheduled to take almost an hour — for a journey that could theoretically be covered in 18 minutes. Some airlines, recognizing their limitations, have turned to alternative transport for their passengers: Lufthansa and Air France, for example, offer rail services on some short routes.

**It’s Still Safety First**

The most important question, of course, is whether the traffic jams in the sky and on the tarmac are just inconvenient or whether they are dangerous. The last accident attributable to air-traffic control happened over Zagreb in the 1980s, and statistics suggest that flying remains the safest mode of transport. In Germany, the number of “unsafe situations” — an acute danger of a collision of two or more aircraft — fell from seven in 1997 to five in 2000, despite a 16% increase in traffic. In the U.K., incidents deemed worthy of investigation rose from five in 1999 to a still reasonable seven in 2000\. But troubling incidents continue to surface: like a near-miss in April 2000, when a 747 almost landed on top of an Airbus 321 at Heathrow. So close was the distance between the two planes — 33 m — that authorities investigated the incident as if an actual accident had occurred. An air-traffic controller supervising a trainee was blamed. In an incident last year at CDG, a charter jet’s wing clipped a cargo plane, killing its copilot. According to an Italian report published in April, eight commercial aircraft flying over the Tyrrhenian Sea last December reported seeing U.S. military jets in the vicinity — and twice the jets failed to keep the minimum safety distance from the commercial planes.

“Air-traffic control has been statistically safer than in the U.S.,” says Van Houtte of the Single European Sky initiative, “but there’s no real safety management. Ask people why it’s safe and they don’t know, there’s no real science to it.” But others believe the system is currently as safe as it can be. “The organization of air-traffic now avoids delay once the aircraft is airborne,” says British Airways’ Douglas. “There’s not as much holding in the arrival stacks \[above runways\] as there was 20 years ago.” Far from being frustrated, travelers stuck on runways across Europe might find some comfort in their predicament. “Delays have increased because we only let planes fly if they can do so in conditions of perfect security,” says Adalberto Pellegrino, a spokesman for Italy’s National Agency for Flight Safety. “This is something that can be difficult to explain to a furious traveler who has missed his connection, but it should be remembered always.”

Especially this summer, when your plane is sitting on the runway and you are watching the first moments of your family holiday disappear. “It’s just natural,” says Daniela Krug, 36, a partner in a consulting firm and a frequent flyer, who regularly experiences delays. “It’s a question of traffic congestion — the same with buses, trains and cars. We’re leading a faster life.” Everywhere, it seems, but on Europe’s runways.
