The Parliament reassembled at Teheran after the summer recess. Promptly members broke into fist fighting and riots. The trouble started when a member of the minority party was offered the post of Minister of Justice.

The next day the Government issued a decree forbidding opium smoking in coffee houses and other public places. It is said that only the lower classes will be deprived of their personal liberty by this decree.
