Updated: Sep 30, 2025 2:30 PM UTCPublished: Sep 29, 2025 7:09 PM UTC With Israeli Prime Minister [Benjamin Netanyahu](https://time.com/7008717/benjamin-netanyahu-interview/) by his side, President Donald Trump unveiled an ambitious plan for securing and redeveloping the [Gaza Strip](https://time.com/magazine/south-pacific/7306891/august-1st-2025/) and placing it under control of an international transitional government overseen by a board led by Trump himself, as well as former U.K. Prime Minister Tony Blair, who has been part of talks between Palestinians and Israelis for decades. The plan, which would remake one of the world’s most fraught territories and bring it under Trump’s control, was light on details and had not yet been accepted by the leaders of Hamas—a major hurdle. “We are at a minimum very very close and I think we are beyond very close,” he said. If Hamas does not sign on to the plan—which would require the group disarm and play no public role in Gaza —Trump suggested Israel has his support to continue its [military campaign](https://time.com/7318037/gaza-city-israel-war-invasion-hamas-eu-sanctions/) in Gaza until Hamas was eliminated. "If Hamas rejects the deal,” Trump said, “Bibi, you’d have our full backing to do what you need to do.” Netanyahu said he supported Trump’s plan for ending the war in Gaza. “If this international body succeeds we will have permanently ended the war,” Netanyahu says. But if Hamas doesn’t agree to the deal or undermines it, “Israel will finish the job by itself,” Netanyahu said. “This could be done the easy way or it could be done the hard way. But it will be done." After meeting at length in the Oval Office, Trump and Netanyahu addressed reporters in the White House State Dining room but did not take any questions. Trump spoke grandly for over 20 minutes about his efforts to resolve decades of bloody conflict between Palestinians and Israelis. He described the moment as “potentially one of the great days ever in civilization." "Let’s call it eternal peace in the Middle East,” he added. He thanked his son-in-law [Jared Kushner](https://time.com/6212843/trump-kushner-legacy-middle-east/) and his Middle East envoy Steve Witkof for helping put the proposal together. The 20-point proposal is titled “President Donald J. Trump’s Comprehensive Plan to End the Gaza Conflict.” It requires that all hostages be returned to Israel within 72 hours. Once those hostages are released, it would then require Israel to release 250 Palestinian prisoners serving life sentences and 1,700 other people who were detained after Hamas’ bloody incursion into Israel on [Oct. 7, 2023](https://time.com/6549544/israel-and-hamas-the-media-war/). Israel would also have to restore humanitarian aid shipments and begin reconstruction of water, electricity and sewage infrastructure in Gaza. Under the deal, Hamas would have to agree to not have any role in governing Gaza. Hamas members who accept the terms and wish to leave the Strip would be offered safe passage. The Israeli Defense Forces would gradually withdraw from parts of the Gaza Strip, but would permanently maintain a security buffer on all three land borders. Gaza would be governed by a “Board of Peace” that Trump said would oversee an international transitional government. The Board would be led by Trump, who suggested he was too busy to take the responsibility on but was urged by others to do so. "The leaders of the Arab world, Israel and everybody involved, asked me to do this,” Trump said, during a lengthy description of his proposal. The board would also include other heads of state and Blair, the former UK Prime Minister. Trump's plan smooths over or ignores so many hurdles in ending the conflict that it is unlikely to progress as he laid it out. But, in convincing Netanyahu to support the plan, Trump seems to have extracted a concession from the Israeli leader. The Trump plan projects into a distant future in which Hamas has relinquished all claim to Gaza and the Palestinian Authority, which currently administers parts of the Israeli-occupied West Bank, has implemented reforms and is allowed to take control of an area Trump proposes will be called “New Gaza.” At that point, Trump envisions a “credible pathway” to Palestinian “statehood,” under his plan. Netanyahu's support on Monday appeared to be at odds with his own position just over two weeks earlier, on Sept. 11, when he laid out his own plan to expand Israeli settlements in the West Bank. “We are going to fulfill our promise that there will be no Palestinian state," he said at the time.
