In an [op-ed](https://www.wsj.com/opinion/a-letter-to-emmanuel-macron-cf01bc5e) published Sunday in the _Wall Street Journal_ titled “A Letter to Emmanuel Macron,” Kushner argued that France failed to rein in a “dramatic rise of antisemitism,” pointing to the French government’s [reproach](https://www.reuters.com/world/uk/uk-france-23-other-nations-condemn-israel-over-inhumane-killing-civilians-2025-07-21/) of Israel’s military offensive in Gaza. Kushner also cited the Trump Administration’s [deportation record](https://time.com/7272060/international-students-targeted-trump-ice-detention-deport-campus-palestinian-activism/), [targeting](https://time.com/7265702/free-speech-on-campus-columbia-university/) of [students](https://time.com/7308140/stanford-daily-student-newspaper-lawsuit-fire-free-speech-international-students/) and [administrations](https://time.com/7288422/harvard-university-international-students-trump/) at universities where [pro-Palestinian protests](https://time.com/6969875/pro-palestinian-encampments-take-over-college-campuses-across-america/) had taken place, and [bombing of Iranian nuclear facilities](https://time.com/7297464/nuclear-diplomacy-iran-us-strikes-damage-non-proliferation-treaty-weapon/) as examples of effective measures to counter antisemitism. “Public statements haranguing Israel and gestures toward recognition of a Palestinian state embolden extremists, fuel violence, and endanger Jewish life in France. In today’s world, anti-Zionism is antisemitism—plain and simple,” Kushner, who is Jewish, wrote. France’s foreign ministry released a statement refuting the allegations and said it would summon Kushner on Monday. Kushner, however, did not report to the foreign ministry, and instead sent the U.S. embassy’s charge d’affaires in his place, a French diplomatic source told [AFP](https://www.barrons.com/news/france-summons-us-ambassador-over-antisemitism-claims-978b6b15). The U.S. State Department backed Kushner’s allegations on Monday. “We stand by his comments,” State Department spokesman Tommy Pigott said. “Ambassador Kushner is our U.S. government representative in France and is doing a great job advancing our national interests in that role.” Here’s what to know. ## Who is Charles Kushner? The President Donald Trump-appointed U.S. ambassador to France is the father of Jared Kushner, a former White House senior adviser during Trump’s first term and the husband of Trump’s eldest daughter Ivanka. Trump [described](https://truthsocial.com/@realDonaldTrump/113573276988405348) the elder Kushner as “a tremendous business leader, philanthropist, & dealmaker” on Truth Social when he announced he would nominate him for the ambassadorship last November. Kushner, who is 71 years old, founded real estate firm Kushner Companies in 1985. He served two years in federal prison for tax evasion, making illegal campaign donations, and witness tampering after pleading guilty to 18 counts in 2005\. Prosecutors [alleged](https://www.justice.gov/archive/usao/nj/Press/files/pdffiles/Older/Information%28non-conspiracy%20version%29-Kushner.pdf) that he had conspired and participated in a scheme to intimidate his brother-in-law, who was cooperating with the investigation as a witness. The French foreign ministry said in a [statement](https://www.diplomatie.gouv.fr/fr/dossiers-pays/etats-unis/evenements/article/etats-unis-allegations-de-l-ambassadeur-sur-l-antisemitisme-en-france-24-aout) on Sunday that Kushner’s allegations are “unacceptable.” The ministry said the statements violate a principle of international law that bars ambassadors from interfering in the host country’s internal affairs. “They also fall short of the quality of the transatlantic relationship between France and the United States and the trust that should result from it between allies,” the ministry said. Summoning a diplomat to a host country is a diplomatic gesture typically to convey concern or anger. “You are asked to go, normally to the director, and you have to hear what they have to say, and at the same time, you have the right to express your position,” Ilir Bocka, the Albanian ambassador to Serbia, [told the BBC](https://www.bbc.com/news/world-48949534). “It’s a symbol of serious political will,” John Casson, former U.K. envoy to Egypt, added. “But not on its own—it needs to be backed up by other stuff.” French Equality Minister Aurore Berge said on broadcaster Europe 1-CNews on Monday that the government’s “fight against antisemitism is unambiguous” and that the issue of antisemitism “is too important to be used as a diplomatic bargaining chip.” ## Reports of antisemitism in France Both [antisemitic](https://time.com/7287941/rise-of-antisemitism-political-violence-in-united-states/) and [Islamophobic incidents](https://www.aa.com.tr/en/middle-east/-middle-ground-has-shifted-experts-warn-of-deepening-islamophobia-across-europe-after-oct-7/3606082) have [risen](https://www.theguardian.com/us-news/2024/oct/03/october-7-israel-gaza-islamophobia) in France and across the world since [Israel’s war in Gaza](https://time.com/7306512/gaza-starvation-malnutrition-crisis-famine-long-term/) began after the Oct. 7, 2023, attack in southern Israel by Hamas, which killed over 1,200 people and took around 250 hostages. In France, antisemitic attacks in the past year have included vandalism of the country’s national Holocaust memorial, synagogues, and a Jewish-owned restaurant, according to the [U.S. Holocaust Memorial Museum](https://www.ushmm.org/information/press/press-releases/museum-condemns-antisemitic-attacks-in-france), as well as the [vandalism](https://apnews.com/article/france-israel-graffiti-el-al-antisemitism-paris-0a49c74f2953f0a62bfb627e2f2b5dfa) of Israeli airline El Al’s Paris office and the [destruction](https://apnews.com/article/france-ilan-halimi-jewish-antisemitism-bayrou-tree-0083d0f7c4342a94622ad4752d490a75) of a commemorative olive tree meant to honor a French Jew who was murdered in 2006. The French foreign ministry said in its statement responding to Kushner that rising antisemitism “is a reality that we deplore and against which the French authorities are demonstrating total mobilization.” Globally, there has been [growing debate](https://www.theguardian.com/news/2024/jan/05/adl-pro-israel-advocacy-zionism-antisemitism) over whether anti-Zionist or anti-Israel rhetoric should be considered antisemitic, as the Anti-Defamation League [reported](https://www.ap.org/news-highlights/spotlights/2025/anti-defamation-league-says-anger-at-israel-is-now-the-driving-force-behind-antisemitism-in-the-us/) that Israel-related incidents made up 58% of the total incidents of antisemitism in the U.S. last year. Some have [criticized](https://www.aljazeera.com/video/inside-story/2024/10/8/does-anti-zionism-necessarily-lead-to-anti-semitism) the [labelling](https://www.newyorker.com/news/q-and-a/is-anti-zionism-anti-semitism) of pro-Palestinian demonstrations as antisemitic. ## France’s growing criticisms of Israel France [said](https://x.com/EmmanuelMacron/status/1948482142356603089) in July that it plans to [recognize a Palestinian state](https://time.com/7308777/palestinian-statehood-countries-recognize-map-australia-momentum-israel-hamas-gaza/) at the United Nations general assembly in September. There has been growing international condemnation of Israel for its ongoing [military bombardment of Gaza](https://time.com/7311102/israel-calls-up-reservists-gaza-war-protests/) and outcry over what [several humanitarian organizations](https://www.theguardian.com/world/2025/jul/28/israel-committing-genocide-in-gaza-say-israel-based-human-rights-groups) have called a [genocide](https://www.ohchr.org/en/press-releases/2024/11/un-special-committee-finds-israels-warfare-methods-gaza-consistent-genocide) in Gaza. “The military offensive in Gaza that Israel is preparing can only lead to disaster for both peoples and risks plunging the entire region into a cycle of permanent war,” Macron [posted](https://x.com/EmmanuelMacron/status/1958152478811193746) on X last week. The war in Gaza has killed more than 61,000 Palestinians and nearly 2,000 Israelis (including those killed in the Oct. 7 attack), according to Gaza’s Health Ministry, the International Committee of the Red Cross, and the Israel Defense Forces (IDF). In the absence of independent monitoring on the ground, Gaza’s Health Ministry is the primary source for casualty data relied upon by humanitarian groups, journalists, and international bodies. Its figures do not differentiate between civilians and combatants and cannot be independently verified by TIME.
