But HHS Secretary Robert F. Kennedy Jr., a prominent vaccine skeptic, [claimed](https://www.hhs.gov/press-room/hhs-winds-down-mrna-development-under-barda.html) in a statement accompanying HHS’s announcement that “data show these vaccines fail to protect effectively against upper respiratory infections like COVID and flu.” The move, which HHS said comes after “a comprehensive review of mRNA-related investments initiated during the COVID-19 public health emergency,” will involve canceling and de-scoping various contracts under the Biomedical Advanced Research and Development Authority (BARDA). The “wind-down” will impact 22 projects that come out to a total of nearly $500 million, according to HHS’s press release. “We’re shifting that funding toward safer, broader vaccine platforms that remain effective even as viruses mutate,” Kennedy said. Kennedy has [faced widespread criticism](https://time.com/7294477/former-cdc-rfk-wrong-vaccines/) from public health experts over the years for spreading medical disinformation, including about vaccines. His nomination by President Donald Trump in November to lead HHS [sparked outcry](https://time.com/7177027/rfk-jr-hhs-secretary-trump-public-health/) from the science and medical communities, but he was ultimately [confirmed](https://time.com/7222309/rfk-jr-confirmed-hhs-public-health-react/) to the role in February. **Read More:** [_Measles Cases Are at a 33-Year High. In May, the Food and Drug Administration (FDA) said that it will [stop recommending](https://time.com/7287018/covid-19-vaccines-new-fda-recommendations/) annual COVID-19 vaccines for children and most adults. In June, Kennedy said that he would be [retiring](https://time.com/7292553/rfk-jr-removes-cdc-vaccine-committee-experts/) all 17 members of a committee that provides recommendations on vaccines to the Centers for Disease Control and Prevention (CDC). Kennedy appointed new members to the committee, and last month, HHS [adopted a controversial recommendation](https://www.usatoday.com/story/news/health/2025/07/23/rfk-jr-remove-thimerosal-flu-vaccines/85337171007/) from the panel to [remove](https://time.com/7298792/vaccines-thimerosal-cdc-risk-is-it-safe/) the preservative thimerosal from flu vaccines, despite extensive research showing it to be safe in the small amounts included in some shots. HHS said on Tuesday that “some final-stage contracts … will be allowed to run their course to preserve prior taxpayer investment,” but that “no new mRNA-based projects will be initiated.” The agency said that “other uses of mRNA technology within the department are not impacted” by the move. It also said that BARDA will shift its focus to “platforms with stronger safety records and transparent clinical and manufacturing data practices,” adding that "technologies that were funded during the emergency phase but failed to meet current scientific standards will be phased out in favor of evidence-based, ethically grounded solutions - like whole-virus vaccines and novel platforms.” ## Transcript All the mRNA vaccines you know from Covid don't work against respiratory infections. They don't work very well. And we canceled 22 trials for upper respiratory infections. But right now we're developing a universal vaccine at NIH, which is a vaccine that addresses the entire phylum of viruses. I've been in this business for 50 years and have seen many crises come and go. And I've seen many attempts by public health to address these kinds of situations. Never have I seen a more dangerous approach to responding to our vulnerability to infectious diseases than what happened yesterday. Secretary Kennedy made an announcement that mRNA vaccine technology research done at Barda, one of the major research arms of our federal government, would no longer be supported. This is a major tragedy for two reasons. One is, is that this technology holds great promise for us improving vaccines like that for influenza. Right now, if we were to have an influenza pandemic, uh, globally, we could make enough vaccine using the embedded chicken egg vaccine virus approach. That, I can tell you, is an outdated, uh, mode of making vaccine. But it's all we have. In the first 18 months of a pandemic, we could make enough vaccine to vaccinate only about one fourth of the world. Uh, that would be a disastrous situation. mRNA technology applied into influenza vaccine could change that dramatically, such that by the end of the first year, we could vaccinate the world. Now, all of that potential research and support of information that we need, uh, is no longer going to be collected here. I think other countries around the world will continue to work on this. But then that's the second part of the challenge is if we get into another influenza pandemic with our current vaccine, uh, technology approach, we will be at the end of the line to get vaccine globally, not at the head of the line like we have been in the past. This leaves our country highly, highly vulnerable. Finally, the piece yesterday that was absolutely devastating for those of us in public health to watch was the mis and disinformation the Secretary Kennedy shared, um, to talk about the fact that the risks outweighed the benefits of Covid vaccines or the mRNA technology was just absolutely irresponsible. Uh, that's just simply not true. Uh, no matter how many high times he says it, it's not true. Essentially what it has done, it's not so much that about the money that we're stopping the R&D work to these companies that have been trying to develop these vaccines, but it's the political act of stopping mRNA research. It sends a chilling message through the industry and through, uh, scientific establishment in general, that this is a technology that the secretary doesn't want to see development. There are other countries around the world, including China, as well as Europe and Asia in general, that are not throwing away their investment into mRNA research and mRNA vaccine development. In fact, they're doubling down. And if we don't reverse these decisions soon, then we'll be watching other countries achieve innovation in this space and have life saving medicines that we simply don't have access to. It's not a question of if bird flu will become a pandemic. It's a question of when. Maybe it's not this year. Maybe it's not five years from now. Maybe it's ten years from now. But we have to be prepared. We have to have technologies in place. And that doesn't mean that everything should be mRNA, that we should only invest into mRNA for the development of vaccines against bird flu. We should be looking at all modalities.
