PBS says it gets 15% of its funding from the federal government, and some 70% of total government spending on public broadcasting goes to over 1,500 local television and radio stations. NPR is also expected to feel the impact of cuts. [While the broadcaster receives](https://www.npr.org/2025/05/13/1250902337/npr-cpb-public-radio-funding-101) roughly 1% of its funding from the government, 36% of its funding comes from member stations, which are [partly government funded](https://www.nbcnews.com/politics/politics-news/public-broadcasters-republican-funding-cuts-local-media-npr-pbs-rcna219276) themselves. “Nearly 3-in-4 Americans say they rely on their public radio stations for alerts and news for their public safety,” CEO Katherine Maher said in a statement. The bill [cuts](https://www.nbcnews.com/politics/congress/trumps-cuts-npr-pbs-foreign-aid-pass-congress-rcna219296) $1.1 billion in spending for public media and $7.9 billion in foreign aid that had already been approved. The Senate approved the bill a day earlier in a 51-48 vote after [removing cuts](https://time.com/7302545/pepfar-aids-congress-republicans/) for the PEPFAR HIV/AIDS prevention program. PEPFAR, launched by George W. Bush in 2003, is credited with saving over 25 million lives. Two Republican Senators, Susan Collins (Maine) and Lisa Murkowski (Alaska), joined Democrats in voting against the bill, as did House Republicans Brian Fitzpatrick (Pa.) and Mike Turner (Ohio). President Donald Trump wrote “This is big!” [on Truth Social](https://truthsocial.com/@realDonaldTrump) following the House vote. He is expected to sign the bill into law around 2:30 p.m. local time. The Lancet medical journal [published a report](https://www.thelancet.com/journals/lancet/article/PIIS0140-6736%2825%2901186-9/fulltext) in June that said ongoing cuts to foreign aid “could result in more than 14 million additional deaths by 2030, including 4.5 million deaths among children younger than 5 years.” The U.S. Agency for International Development (USAID) [officially closed](https://www.bbc.co.uk/news/articles/c307zq8ppj6o) earlier this month, after more than 80% of its programs were cut. ## Transcript [00:00] So in the midst of this tragedy that we all need to collectively respond to in Texas, [00:08] just like we need to respond to the tragedy that unfolded in [00:12] California and the wildfires earlier this year, [00:17] this reckless Republican rescissions package is going to [00:22] undermine the ability of people in rural America and in [00:27] small town America to receive [00:30] advance warning or necessary information when disaster strikes. [00:37] The truth is, it took NPR through Texas Public Radio 19 hours, [00:43] 19 hours to post anything about the flooding [00:47] on its social media pages after the floods hit in Texas. [00:51] What was NPR and Texas Public Radio doing that morning? [00:55] They weren't breaking to talk about what was happening in Texas. [00:59] They were running ads saying people should call Congress to fund them. [01:03] But the private stations in Texas were [01:06] breaking to release reports and to tell people what to do. [01:10] Have you even read this, bill? [01:13] I mean, really, because this bill rescinds $9 billion for international aid, [01:18] public health and public media. [01:20] It will make America less safe. [01:23] It will undermine our national security, [01:26] and it will threaten lives across the world and kill children. [01:30] We are far from weak. [01:33] We are doing what the American people want us to do, [01:36] and that is to let them keep more of their money and not take it, [01:42] and let unnamed bureaucrats spend it on their behalf. [01:48] On this vote, the yeas are 216, [01:53] the nays are 213. [01:56] The resolution is adopted. [01:58] Without objection, a motion to reconsider is laid on the table.
