Moo Deng isn’t alone. [Lalisa “LISA” Manobal](https://time.com/6694315/lisa-blackpink-white-lotus-season-three-cast-thailand/), the Thai singer and member of K-pop powerhouse [BLACKPINK](https://time.com/entertainer-of-the-year-2022-blackpink/), [has also been hailed](https://www.bangkokpost.com/thailand/general/2655365/k-pops-lisa-to-receive-thai-culture-award) for her contributions to Thailand’s “soft power.” While Thailand’s cultural wave has been bubbling up for years and “soft power” was also promoted by previous governments, the major push [kickstarted](https://opportunities-insight.britishcouncil.org/short-articles/news/thailands-new-government-embarks-soft-power-policies) when [Prime Minister Srettha Thavisin](https://time.com/6899782/thailand-prime-minister-srettha-thavisin-business-hub/), just weeks after his election last year, announced the formation of the National Soft Power Strategy Committee (NSPSC), which laid out 11 key focus areas: food, gaming, festivals, music, film, literature, arts, design, sports, fashion, and tourism. In the months since, Thailand has supported [extending its Songkran festival from three days to a month](https://www.straitstimes.com/asia/se-asia/thailand-s-songkran-to-be-celebrated-for-entire-april-in-2024-under-govt-s-soft-power-plan), [legalizing same-sex marriage](https://www.voanews.com/a/thai-lower-house-votes-approval-for-same-sex-marriage/7545573.html), and promoting Thai-made film and TV (from its own exports like the [critically acclaimed _How to Make Millions Before Grandma Dies_](https://www.tatlerasia.com/power-purpose/edition/tatler-weekend-singapore-how-to-make-millions-before-grandma-dies) and [award-winning _Hunger_](https://www.mfa.go.th/en/content/pr-newyork-12022024-2?cate=5d5bcb4e15e39c3060006844) to international productions like the upcoming season of [_The White Lotus_](https://www.thaienquirer.com/51515/white-lotus-will-benefit-thai-economy-and-soft-power-projection/) and the forthcoming installment of the [_Jurassic World_](https://washingtondc.thaiembassy.org/en/content/jurassic-world-4-to-be-filmed-in-thailand) franchise), among other measures—all in the name of boosting its “soft power.” 2024 appeared to be a [big year](https://www.bangkokpost.com/life/social-and-lifestyle/2922772/soft-power-shines-in-2024) of “[wins](https://x.com/sighyam/status/1859655981011173402)” for Thailand’s global image, and the soft-power strategy shows no signs of slowing down. When Srettha was [removed from office](https://time.com/7010847/thailand-srettha-thavisin-prime-minister-removed-constitutional-court-ethics-violation/) by the Constitutional Court in August 2024, his same-party successor [Paetongtarn Shinawatra](https://time.com/7023533/paetongtarn-shinawatra/), who was already the deputy chair of the NSPSC, was eager to pick up the soft-power mantle. It was a centerpiece of her opening [policy statement](https://www.mfa.go.th/en/page/foreign-policy?menu=5e1fd183c4281a00c95bd752) in September, and in October, she cited soft power as one of the country’s “[major strategies](https://thailand.prd.go.th/en/content/category/detail/id/48/iid/334019)” for the next decade. But while the private sector has embraced and [praised the strategy](https://www.nationthailand.com/thailand/tourism/40035936), some academics and observers have criticized it for [lacking clarity and coherence](https://eastasiaforum.org/2024/04/25/thailands-soft-power-splash-requires-clarity-and-coherence/). “While well-meaning, the government’s heavy focus on soft power initiatives that boost tourism, trade and investment is too narrow, said Assistant Professor Peera Charoenvattananukul from Thammasat University’s political science faculty,” in a recent article in the Singapore-based [_Straits Times_](https://www.straitstimes.com/asia/se-asia/thailand-s-new-government-pushes-culture-as-soft-power-but-not-everyone-s-buying). “It will take a lot more than just promoting its local and cultural assets to the world to gain influence and credibility in the geopolitical sphere, added Prof Peera, who specialises in foreign policy.” Indeed, despite all its self-proclaimed achievements this year, Thailand has hardly moved on the the 2024 [Global Soft Power Index](https://brandirectory.com/softpower/nation?country=192), where it ranks a modest 40th among 193 U.N. member states that Brand Finance rated on a number of metrics assessing familiarity, reputation, and influence—though it did get high marks in the subcategories of “business and trade” and “culture and heritage.” Kitti Prasirtsuk, professor of international relations at Thammasat, says that Thailand should instead have a more “comprehensive view of soft power” that focuses on more than just culture and tourism and also recognizes that shifts take time. “A country’s image depends on overall reputation in politics, economy, foreign policy, values, and domestic systems and institutions as well,” Kitti tells TIME. In his [book on soft power](https://www.hachettebookgroup.com/titles/joseph-s-nye/soft-power/9780786738960/), the term’s progenitor Nye wrote: “Seduction is always more effective than coercion, and many values like democracy, human rights, and individual opportunities are deeply seductive.” And in those areas, Thailand, while [improving slightly](https://freedomhouse.org/country/thailand/freedom-world/2024) from its years of [junta rule](https://time.com/5318235/thailand-prayuth-chan-ocha/), still [lags far behind](https://time.com/6982473/chonthicha-lookkate-jangrew-move-forward-lese-majeste-conviction-sentence/). But leader Paetongtarn seems to care less about what “soft power” really means than what she hopes it can bring. “I think the definition is not really that important, as the government is trying to achieve bigger goals by promoting industries to promote soft power and boost the economy,” she [said last December](https://www.bangkokpost.com/business/general/2706349/soft-power-seen-as-b4-trillion-cash-cow). An economic boost is certainly [much needed](https://www.worldbank.org/en/country/thailand/overview): Thailand’s GDP growth trails that of regional neighbors Indonesia, the Philippines, and Vietnam, and the tourism-heavy economy is still struggling to fully rebound after COVID-19.
