In a [new report](https://openai.com/index/disrupting-deceptive-uses-of-AI-by-covert-influence-operations/), OpenAI detailed how these groups, some of which are linked to known propaganda campaigns, used the company’s tools for a variety of “deceptive activities.” These included generating social media comments, articles, and images in multiple languages, creating names and biographies for fake accounts, debugging code, and translating and proofreading texts. These networks focused ona range of issues, including defending the war in Gaza and Russia’s invasion of Ukraine, criticizing Chinese dissidents, and commenting onpolitics in India, Europe, and the U.S. in their attempts to sway public opinion. While these influence operations targeted a wide range of online platforms, including X (formerly known as Twitter), Telegram, Facebook, Medium, Blogspot, and other sites, **“**none managed to engage a substantial audience” according to OpenAI analysts. The report, the first of its kind released by the company, comes amid global concerns about the potential impact AI tools could have on the more than 64 elections happening around the world this year, including the [U.S. presidential election](https://time.com/6972021/donald-trump-2024-election-interview/) in November. In one example cited in the report, a post by a Russian group on Telegram read, “I’m sick of and tired of these brain damaged fools playing games while Americans suffer. Washington needs to get its priorities straight or they’ll feel the full force of Texas!” The examples listed by OpenAI analysts reveal how foreign actors largely appear to be using AI tools for the same types of online influence operations they have been carrying out for a decade. Its tools make it easier and faster to produce a large volume of content, and can be used to mask language errors and generate fake engagement. One of the Russian influence campaigns shut down by OpenAI, dubbed “Bad Grammar” by the company, used its AI models to debug code to run a Telegram bot that created short political comments in English and Russian. The operation targeted Ukraine, Moldova, the U.S. and Baltic States, the company says. Another Russian operation known as “Doppelganger,” which the U.S. Treasury Department has linked to the Kremlin, used OpenAI’s models to generate headlines and convert news articles to Facebook posts, and create comments in English, French, German, Italian, and Polish. A known Chinese network, Spamouflage, also used OpenAI’s tools to research social media activity and generate text in Chinese, English, Japanese, and Korean that was posted across multiple platforms including X, Medium, and Blogspot. OpenAI also detailed how a Tel Aviv-based Israeli political marketing firm called Stoic used its tools to generate pro-Israel content about the war in Gaza. The campaign, nicknamed “Zero Zeno,” targeted audiences in the U.S., Canada, and Israel. On Wednesday, Meta, Facebook and Instagram’s parent company, [said it had removed](https://www.wsj.com/tech/meta-takes-down-inauthentic-accounts-on-facebook-instagram-linked-to-israeli-firm-cb03821f) 510 Facebook accounts and 32 Instagram accounts tied to the same firm. The cluster of fake accounts, which included accounts posing as African Americans and students in the U.S. and Canada, often replied to prominent figures or media organizations in posts praising Israel, criticizing anti-semitism on campuses, and denouncing “radical Islam.” It seems to have failed to reach any significant engagement, according to OpenAI. “Look, it’s not cool how these extremist ideas are, like, messing with our country’s vibe,” reads one post in the report. OpenAI says it is using its own AI-powered tools to more efficiently investigate and disrupt these foreign influence operations. “The investigations described in the accompanying report took days, rather than weeks or months, thanks to our tooling,” the company said on Thursday. They also noted that despite the rapid evolution of AI tools, human error remains a factor. “AI can change the toolkit that human operators use, but it does not change the operators themselves,” OpenAI said. “While it is important to be aware of the changing tools that threat actors use, we should not lose sight of the human limitations that can affect their operations and decision making.” ### More From TIME ## Transcript Sam thank you again for being here backstage Sam said this was the most fun thing. He'd be doing all week. So I hope you don't have a lot of questions for you. I appreciate your time. The first one I think on the minds of many people in the room tonight hell happened. It's a good opener. Thank you a lot of things year like in the context of everything that has happened to us this last 3 weeks or month or whatever. It's been. It stands out but not as much as you would think it should we we kind of like went from this unknown research lab to this like reasonably well-known tech company in a year and I think it takes most companies like 10 years that's been a wild experience to live through. Of course, these last few weeks have been particularly crazy sort of like painful and exhausting and happy to like be back to work. To say something like empathetic. I think everybody involved in this as we get closer and closer to superintelligence. everybody involved gets more stressed and we're anxious and we realize the stakes are higher and higher and I think that all exploded how do you think this moment has changed open app? It's extremely painful for me personally, but actually it's been great for opening. I I we've never been more unified. We have never been more assertive determined focused and we always said that some woman like this would come between where we were in an ending HEI, but I think we are stronger for having gone through it. I wouldn't wish it on the enemy, but it did. It did have an extremely positive effect on the company. What did you learn from it? I haven't looked fully recompiled reality. I like I didn't I meant the X like emotionally process all of this because it was like it all happened so fast and then I'd like to come back in and pick up the pieces that I haven't had time. I'd like to sit down and really reflect as much as I would like but I would say the most important thing that I learned a thing I had always heard. It's like a cliche or whatever. Is that your job as a CEO is how much like the people you hire and how much you develop into your team in all of this craziness was realizing that the executive team could totally run the company without me. I can go retire open. I'll be fine and I'm super proud of the people to do that and to watch them work at a time where I can really talk to them, but they did an amazing job. really made me very proud and also made me very optimistic because I think as we do get closer to artificial general intelligence is the stakes increase year the ability for the opening-night team to operate in uncertainty and stressful times is like really that should be of interest to the world. You describe me how high the stakes are here. What do you say to someone who says the company brought itself to the brink of self-destruction. How can we trust its leader? And how can we trust this company with this transformative technology? We have to make changes. We always said that we didn't want HEI to be controlled by a small set of people we wanted to be democratized and we clearly got that wrong. Although you could talk to you on about some of his Ventures for that one and We open-source a lot of stuff will open source more in the future, and we're certainly not controlled by Microsoft. and I think I'll let is something that someone can say but does not actually reflect the truth. I thought on a question about another competitor Google release Gemini last week model that Google claims outperforms cpt-4 on 94. Foreman says, what do you make of Gemini and why did it take them so long to release I'm happy for more people to make an AR progress. I think I think AI will be the most the single most transformative technology of this era. And so more people doing that. I think it's great. When did Big Gemini model? I forget what it's called an inch of my ultra when that gets released sometime next year. We'll get to look at it. I can weigh in on it. Then certainly has been a lot of confusion around the metrics, but I'm I'm sure Google do great work. In an interview earlier this year with Edward Felsenthal. Are you concerned at all about ai's ability to contribute the disinformation and our do you have a specific concerns that you think we're not taking seriously enough? Yeah, so I think AJ will be the most powerful technology Humanity has yet invented and like any other previous powerful technology that will lead to incredible new things. I think we'll see education change deeply and improved forever. I think the kids that start kindergarten today by the time they graduated 12th grade will be smarter and better prepared than the best kids are today. I think that's great the same thing a lot of other things Healthcare people who program for a living a lot of other notes work, but there are going to be real down sides and one of those I mean there be many it will have to mitigate but one of us is going to be around The persuasive ability of these models and the ability for them to affect elections next year and I think we're going to really confront something quite challenging. What's it going to look like? You could have took so right now it's like troll farms in whatever foreign country or try to interfere with our elections. They make one great Meme and that spreads out and do the same thing on Twitter or Facebook or whatever. That'll continue to happen. That'll get better. But I think I'm more concerned about is what happens if an AI reads everything you've ever written online every article every tweet every everything and then right at the exact moment send you one message customized for you that really changed the way you think about the world that's like a new kind of interference. That just wasn't possible for a I I find in most conversation with you people are processing Their Fear. So if you'll allow me is a good or bad for media. One thing I would say is no one knows what happens next. I think the way technology goes predictions are often wrong. The future is like subtle and nuanced and dependent on many branch and probabilities to be honest answer is I don't know but I think it's going to be more good than bad. It will be bad in all sorts of ways, but I think it knocked out to something good as people have more free time more attention and also care more about the people they trust to help them make sense of the world to help them. Decide what to trust and how to think about a complicated issue. I think they're going to rely and care more about their relationship with someone in the media one more care more about high quality information in a world of like massive amounts of generated content. So I think it should be next good but it will be different. How do you think about your company's role in your role in helping to preserve an ecosystem? We're high quality information remains. It's obviously super important to us the but that's like a sort of empty statement the kinds of things that we try to do our build tools that are help with the people if two people in media and other Industries, if you had asked us five years ago, I was going to happen we would have said we will be able to build trust and responsible AI but fundamentally it's going to be going off and doing his thing and now I think we see a path to what we do is instead build tools for people and we put these tools out into the world and People Media or otherwise use them to architect the future and that is the most optimistic thing. I think we have discovered in our history and the the safety story changes in that world the way that we are responsible actor in society changes in that world. I think we now see a path. We just Empower everyone on Earth to do what they do more and better and that's That's so exciting. That's so different than how I thought I was going to go but I'm so happy about it speaking about where AI is going to go one of the challenges. I think we had in talking about the work that you've done and that opening is doing is helping people understand you were vision of of what artificial general intelligence means for our future and so can you help this broom understand how their lives will be changed. You said you can't predict the future but as we move forward, What will a g i mean for all of us? I think the two winners many like important forces towards the future, but I think the two most important ones are artificial intelligence and energy if we can make abundance intelligence for the world and if we can create a bond energy than our ability to have amazing ideas for our children to like teach themselves more than ever before for people to be more productive to offer Better Health Care to uplift the economy and actually put those things into action with energy. I think those are two massive massive things. Now they come with the insides and so it's on us to figure out how to make this safe and how to read like responsibly put this in the hands of people but I think we see a path now where the world gets much more abundant and much better every year and people have the ability to do way way more than we can possibly imagine today and I think he was the year. We started to see that 2024 Wilsey way more of it and by the time like the end of this decade rolls around in the world is going to be in a unbelievably better place. It sounds sort of like Cillian Syfy optimism to say this, but maybe if you think about how different the world can be not only one every person has a And it today they have liked activity. It's like not very good. But next they have like the world's best chief of staff. And then after that every person has like a company of 20 or 50 experts they can work super well together and after that everybody has a company of 10,000 experts in every field they can work super well together and if someone wants to go focus on trying to see if they can do that in this one wants to focus on making grade art they can do that. But if you think about, you know, the cost of intelligence and need the quality of intelligence the cost fall into quality increasing by a lot and what people can do with that. It's like a very different world. It's the world at Syfy has promised us for a long time. And enter the first time I think we could just start to like see what that's going to look like two quick questions to wrap up this conversation. And again, thank you for being here disqualify yourself in consideration. And remember there are a lot of CEOs in the room tonight who should be the new 2023 CEO of the year if not you. There are a lot of good choices for that. I mean, I'm biased on this I do think a I was sort of the most. Exciting impactful thing happen this year.
