President [Donald Trump](http://time.com/4699969/donald-trump-presidential-salary-donate/) convened the first meeting of his Cabinet on Monday.

“Proud to welcome our great Cabinet this afternoon for our first meeting. Unfortunately 4 seats were empty because Senate Dems are delaying!” Trump said in a [tweet](https://twitter.com/realDonaldTrump/status/841392683625172992) Monday. He also shared an image of the group in the Oval Office.

Four Cabinet nominees are still awaiting confirmation: Sonny Perdue for Secretary of Agriculture, Alexander Acosta for Secretary of Labor, Robert Lighthizer for U.S. trade representative and Dan Coats for national intelligence director.

Trump has blamed Democrats for his incomplete Cabinet, but some hearings have been delayed due to missing information or scheduling conflicts. Acosta’s hearing, for example, was [postponed this week](https://twitter.com/SenAlexander/status/840995973644111872) because Tennessee Sen. Lamar Alexander, a Republican who heads the Committee on Health, Education, Labor and Pensions, is joining Trump at a rally in Nashville.

“We have assembled one of the greatest Cabinets in history, and I believe that so strongly,” Trump said Monday in the Oval Office, where he [signed an executive order](https://www.washingtonpost.com/video/politics/trump-signs-executive-order-to-see-where-money-is-being-wasted/2017/03/13/1c981a42-082b-11e7-bd19-fd3afa0f7e2a%5Fvideo.html) to examine every executive department and agency “to see where money is being wasted.”
