The ad says that if the Florida Senator doesn’t show up to work in Washington, then voters shouldn’t give him a “promotion” to the White House, and it notes that Rubio was missing votes even before he began his presidential run. The Tampa Bay _Times_ reports that the Right to Rise USA ad was [released in Iowa](http://www.tampabay.com/blogs/the-buzz-florida-politics/rubios-missed-votes-fodder-for-new-bush-super-pac-ad/2260402), [where Rubio is currently in third place and Bush behind in fifth](http://www.realclearpolitics.com/epolls/2016/president/ia/iowa%5Frepublican%5Fpresidential%5Fcaucus-3194.html), according to an average compiled by _RealClearPolitics_.
