Johnnie Morgan, 44, has been charged with reckless endangerment, possession of marijuana, and a host of local law violations. This is his 17th arrest, the NYPD Special Operations Division told [amNewYork](http://www.amny.com/news/alligator-and-9-boa-constrictors-rescued-from-brooklyn-man-s-apartment-1.10664642 "undefined").
